An Act to amend the Misuse of Drugs Act (Chapter 185 of the 1997 Revised Edition), to make a consequential amendment to the Registration of Criminals Act (Chapter 268 of the 1985 Revised Edition) and related amendments to the Extradition Act (Chapter 103 of the 1985 Revised Edition) and the Intoxicating Substances Act (Chapter 146A of the 1988 Revised Edition) and to enable Singapore to implement the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances 1988. |
Be it enacted by the President with the advice and consent of the Parliament of Singapore, as follows: |
Short title and commencement |
Amendment of section 2 |
2. Section 2 of the Misuse of Drugs Act (referred to in this Act as the principal Act) is amended —

Amendment of section 3 |
3. Section 3 of the principal Act is amended by inserting, immediately after subsection (2), the following subsection:

Amendment of section 8 |
4. Section 8 of the principal Act is amended by deleting paragraph (b) and substituting the following paragraph:

New section 8A |
5. The principal Act is amended by inserting, immediately after section 8, the following section:

New sections 10A and 10B |
6. The principal Act is amended by inserting, immediately after section 10, the following sections:

Amendment of section 17 |
7. Section 17 of the principal Act is amended —

Amendment of section 24 |
8. Section 24(1) of the principal Act is amended by deleting paragraph (a) and substituting the following paragraph:

Amendment of section 25 |
9. Section 25 of the principal Act is amended —

Amendment of section 26 |
10. Section 26(1) of the principal Act is amended by inserting, immediately after the word “Act” in the third line of subsection (a), the words “, controlled substance”. |
Amendment of section 27 |
11. Section 27 of the principal Act is amended by inserting, immediately after the word “drug” in the second line of subsection (4), the word “, substance”. |
Amendment of section 28 |
12. Section 28 of the principal Act is amended —

Amendment of section 32 |
13. The principal Act is amended by renumbering section 32 as subsection (1) of that section, and by inserting immediately thereafter the following subsection:

Amendment of section 33 |
14. Section 33 of the principal Act is amended —

New section 33A |
15. The principal Act is amended by inserting, immediately after section 33, the following section:

Amendment of section 37 |
16. Section 37 of the principal Act is amended by deleting subsections (3), (4) and (5). |
Repeal and re-enactment of section 39 |
17. Section 39 of the principal Act is repealed and the following section substituted therefor:

Amendment of section 44 |
18. Section 44(1) of the principal Act is amended —

Amendment of section 45 |
19. Section 45 of the principal Act is amended by deleting the words “First Schedule” at the end thereof and in the section heading and substituting in each case the words “First, Third and Fourth Schedules”. |

23. Paragraph A of the First Schedule to the Extradition Act (Cap. 103) is amended —

24. The Intoxicating Substances Act (Cap. 146A) is amended —

Consequential amendment to Registration of Criminals Act |
25. Part II of the First Schedule to the Registration of Criminals Act (Cap. 268) is amended by deleting the words “Sections 5 to 14 and 33(3)” in the second column against the words “Misuse of Drugs Act” in the first column and substituting the words “Part II, sections 31(2), 33(3) and 33A”. |
Saving |
26.—(1) Any appointment, direction or approval made before the commencement of this Act shall, unless expressly revoked, continue and have effect.
