National Computer Board (Amendment) Bill

An Act to amend the National Computer Board Act (Chapter 195 of the 1985 Revised Edition).
Be it enacted by the President with the advice and consent of the Parliament of Singapore, as follows:
Short title and commencement
1.  This Act may be cited as the National Computer Board (Amendment) Act 1998 and shall come into operation on such date as the Minister may, by notification in the Gazette, appoint.
Amendment of section 5
2.  Section 5 of the National Computer Board Act is amended by deleting subsection (1) and substituting the following subsection:
(1)  The Board shall consist of not more than 12 members who shall be appointed by the Minister.”.
Amendment of section 11
3.  Section 11 of the National Computer Board Act is amended by deleting subsection (1) and substituting the following subsection:
(1)  The functions of the Board are —
(a)to encourage, promote, facilitate and assist in the establishment, development and expansion of the information technology industry, including information technology manpower resources, in Singapore;
(b)to plan, promote, develop and implement information technology systems and services for Government ministries, departments and agencies;
(c)to advise the Government on national needs and policies in respect of information technology systems and services;
(d)to establish and maintain standards of information technology education and training in Singapore;
(e)to install and maintain information technology systems to be used for such purposes as the Board thinks fit;
(f)to provide consultancy and advisory services concerning information technology systems and services;
(g)to provide facilities for the training of persons for any purpose connected with the information technology industry;
(h)to do anything for the purpose of advancing the skill and knowledge of its employees or of other persons engaged in the information technology industry;
(i)to promote research into matters and activities relating to information technology;
(j)to promote the acceptance and use of information technology in Singapore; and
(k)to exercise the functions and duties conferred on the Board under any written law.”.
Savings
4.  Notwithstanding section 2, any person who immediately before the commencement of this Act held the office of Chairman or member of the Board shall be deemed to have been appointed under the corresponding provision of the National Computer Board Act and shall continue in office until the term of his appointment expires or is sooner revoked.
