Singapore Society of Accountants (Amendment) Bill

An Act to amend the Singapore Society of Accountants Ordinance, 1963 (No. 14 of 1963).
Be it enacted by the President with the advice and consent of the Parliament of Singapore, as follows: —
Short title and commencement
1.  This Act may be cited as the Singapore Society of Accountants (Amendment) Act, 1970, and shall come into operation on such date as the Minister may, by notification in the Gazette, appoint.
Amendment of section 9
2.  Section 9 of the Singapore Society of Accountants Ordinance, 1963 (hereinafter in this Act referred to as “the Ordinance”) is hereby amended —
(a)by deleting the word “four” appearing in paragraphs (c) and (d) of subsection (1) thereof and substituting therefor in each case the word “eight”;
(b)by deleting paragraph (e) of subsection (1) thereof and substituting therefor the following: —
(e)a representative of the University of Singapore established by the University of Singapore Ordinance, 1961 (Ord. 30 of 1961), to be appointed by the Minister on the nomination of the Council of the University of Singapore.”; and
(c)by inserting immediately after subsection (4) thereof the following new subsection: —
(5)  If for any reason the Accountant-General is unable to attend any meeting of the Council, he may nominate a representative to attend the meeting and such representative shall, when so attending, be deemed for all purposes to be a member of the Council.”.
Repeal and re-enactment of section 11
3.  Section 11 of the Ordinance is hereby repealed and the following substituted therefor: —
Elected members
11.—(1)  Except as otherwise provided in this Ordinance or in any rules made under this Ordinance, every elected member of the Council under paragraphs (c) and (d) of subsection (1) of section 9 of this Ordinance shall hold office for a term of two years, commencing from the date of his election, but may continue in office until the election of his successor in office.
(2)  With respect to the members of the Council to be first elected after the date of the coming into operation of this section the following provisions shall apply: —
(a)four of the members to be elected under paragraph (c) of subsection (1) of section 9 of this Ordinance shall hold office for a term of one year, commencing from the date of their election;
(b)four of the members to be elected under paragraph (d) of subsection (1) of section 9 of this Ordinance shall hold office for a term of one year, commencing from the date of their election; and
(c)the members so to retire under this subsection shall be determined by the election.
(3)  Retiring members of the Council shall be eligible for re-election if they are not otherwise disqualified from holding office in the Council.
(4)  All elected members of the Council holding office immediately before the date of the coming into operation of this section shall cease to do so on the first annual general meeting of the Society to be held after the date of the coming into operation of this section.”.
Amendment of section 12
4.  Section 12 of the Ordinance is hereby amended by deleting the expression “constituted under the provisions of sections 9 and 11 of this Ordinance” appearing in subsection (1) thereof.
Amendment of section 16
5.  Section 16 of the Ordinance is hereby amended by deleting the word “seven” appearing therein and substituting therefor the word “twelve”.
Amendment of section 20
6.  Section 20 of the Ordinance is hereby amended by deleting the word “seven” appearing in subsection (2) thereof and substituting therefor the word “twelve”.
