Singapore Council of Social Service (Amendment) Bill

An Act to amend the Singapore Council of Social Service Act (Chapter 321 of the Revised Edition).
Be it enacted by the President with the advice and consent of the Parliament of Singapore, as follows: —
Short title
1.  This Act may be cited as the Singapore Council of Social Service (Amendment) Act, 1974.
Amendment of section 6
2.  Subsection (3) of section 6 of the Singapore Council of Social Service Act (hereinafter in this Act referred to as “the principal Act”) is hereby amended —
(a)by inserting at the end of paragraph (a) thereof the word “and”;
(b)by deleting paragraph (b) thereof and substituting therefor the following: —
(b)organizations or bodies engaged in any form of social, welfare, community or humanitarian work or service.”; and
(c)by deleting paragraph (c) thereof.
Amendment of section 7
3.  Subsection (1) of section 7 of the principal Act is hereby amended by deleting the words “an annual sum of not less than twenty-five dollars” appearing in the second and third lines thereof and substituting therefor the expression “such annual sum, as may be determined from time to time by the Council on the recommendation of the Board,”.
Amendment of section 9
4.  Section 9 of the principal Act is hereby amended by deleting the words “and patrons” appearing in the third line thereof and substituting therefor the expression “, patrons and honorary members”.
Amendment of section 10
5.  Subsection (2) of section 10 of the principal Act is hereby amended —
(a)by deleting the colon appearing at the end of paragraph (d) thereof and substituting therefor a semi-colon; and
(b)by inserting immediately after paragraph (d) thereof the following new paragraphs: —
(e)to accept any gift of property, whether subject to any special trust or not;
(f)to take such steps by personal or written appeals, public meetings, or otherwise, as may from time to time be deemed expedient for the purpose of procuring contributions to the Fund; and
(g)to undertake and execute any trust:”.
Amendment of section 13
6.  Section 13 of the principal Act is hereby amended by deleting subsection (3) thereof and substituting therefor the following: —
(3)  All members of the Board are eligible for re-election:
Provided that those members who are representatives of member, or associate, organizations shall not be eligible for re-election unless they are confirmed as representatives of such organizations.”.
Amendment of section 15
7.  Section 15 of the principal Act is hereby amended by deleting subsection (4) thereof and substituting therefor the following: —
(4)  A general meeting other than the Annual General Meeting shall be held every six months after the Annual General Meeting of the Council.”.
Repeal and re-enactment of section 19
8.  Section 19 of the principal Act is hereby repealed and the following substituted therefor: —
Annual subscription
19.—(1)  On or after the 1st day of January of each year every member organization shall pay to the Council an annual subscription of an amount to be determined from time to time by the Council on the recommendation of the Board.
(2)  The Board may in its discretion waive the whole or any part of such subscription payable by a member organization.”.
New section 25
9.  The principal Act is hereby amended by inserting immediately after section 24 thereof the following new section: —
Regulations
25.  The Council may, with the consent of the Minister, make regulations for or with respect to all or any of the following matters: —
(a)to prescribe the forms to be used in applying for membership to the Council and the procedure for such an application;
(b)to provide for the withdrawal and cancellation of membership of any member organization due to inactivity on its part or failure to meet the obligations of membership or for any other cause;
(c)to prescribe the procedure for the general meetings of the Council and for the elections of the office bearers to the Board of Management; and
(d)to prescribe the returns to be submitted to the Council by its member organization of its annual report, audited accounts and the name of its representative to serve on the Council.”.
Consequential amendment
10.  The principal Act is hereby amended by renumbering the existing section 25 thereof as section 26.
