Singapore Red Cross Society (Incorporation) (Amendment) Bill

An Act to amend the Singapore Red Cross Society (Incorporation) Act, 1973 (No. 16 of 1973).
Be it enacted by the President with the advice and consent of the Parliament of Singapore, as follows: —
Short title and commencement
1.  This Act may be cited as the Singapore Red Cross Society (Incorporation) (Amendment) Act, 1977, and shall come into operation on such date as the Minister may, by notification in the Gazette, appoint.
Repeal and re-enactment of section 6
2.  Section 6 of the Singapore Red Cross Society (Incorporation) Act, 1973 (hereinafter in this Act referred to as “the principal Act”) is hereby repealed and the following substituted therefor: —
Patron and President of Society
6.—(1)  The President of Singapore shall be the Patron of the Society.
(2)  The President of the Society shall be appointed by the President of Singapore on such terms and conditions as the President of Singapore thinks fit.”.
Amendment of section 7
3.  Section 7 of the principal Act is hereby amended —
(a)by deleting the words “the rules for the time being in force of the Society” appearing at the end of subsection (1) thereof and substituting therefor the words “any rules made under section 9”; and
(b)by deleting the words “the rules of the Society” appearing at the end of subsection (3) thereof and substituting therefor the words “any rules made under section 9”.
Amendment of section 9
4.  Section 9 of the principal Act is hereby amended —
(a)by inserting immediately after the word “Council” appearing in the last line of paragraph (a) of subsection (1) thereof the expression “, and the management of the affairs of the Society”; and
(b)by inserting immediately after subsection (1) thereof the following new subsection: —
(2)  Without prejudice to the generality of paragraph (a) of subsection (1), the Council may make rules for or in respect of all or any of the following matters: —
(a)the different classes of members of the Society and the terms of admission of those members;
(b)the appointment, election and removal of an executive committee and other officers;
(c)the mode of holding meetings of the executive committee and the sub-committees, and other bodies, referred to in paragraph (d), and the right of voting at such meetings;
(d)the appointment and election of sub-committees and other bodies for special purposes and the delegation to them and the executive committee of any of the functions and powers of the Council;
(e)the keeping of the accounts of the Society and the audit of the same at least once a year;
(f)the convening of the annual general meeting of the Society for the purposes of receiving a report and statement of accounts for the preceding year, electing those members of the Council, who are to be elected pursuant to the rules, and deciding upon any proposal or matter, and transacting any other business which shall be duly submitted to the meeting.”; and
(c)by renumbering the existing subsection (2) as subsection (3).
