Enlistment (Amendment) Bill

An Act to amend the Enlistment Act (Chapter 93 of the 2001 Revised Edition).

Be it enacted by the President with the advice and consent of the Parliament of Singapore, as follows:

Short title and commencement

1. This Act may be cited as the Enlistment (Amendment) Act 2006 and shall come into operation on such date as the Minister may, by notification in the Gazette, appoint.

Amendment of section 4

2. Section 4(2) of the Enlistment Act is amended by deleting “$5,000” and substituting “$10,000”.

Amendment of section 32

3. Section 32 of the Enlistment Act is amended —

(a)

by inserting, immediately after the words “liable to register under this Act” in subsection (1), the words “, or a relevant child,”; and

(b)

by inserting, immediately after subsection (2), the following subsections:

“(3) Any relevant child within or outside Singapore who contravenes subsection (1) or (2) shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $2,000.

(4) Where any relevant child contravenes subsection (1) or (2), each parent within or outside Singapore of the relevant child shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $2,000.

(5) In this section —

“parent”, in relation to a relevant child, includes a guardian and any person having the actual custody of the relevant child;

“relevant child” means a person who is a citizen or permanent resident of Singapore and who is not less than 13 years of age but less than 16 years and 6 months of age.”.

Amendment of section 33

4. Section 33 of the Enlistment Act is amended —

(a)	by deleting the words “Any person” in the 1st line and substituting the words “Except as provided in section 32(3) and (4), any person”; and
(b)	by deleting “$5,000” in the penultimate line and substituting “$10,000”.
