Stamp (Amendment) Bill

An Act to amend the Stamp Ordinance (Chapter 170 of the Revised Edition).
Be it enacted by the President with the advice and consent of the Parliament of Singapore, as follows: —
Short title and commencement
1.  This Act may be cited as the Stamp (Amendment) Act, 1965, and shall come into operation on such date as the Minister may, by notification in the Gazette, appoint.
Amendment of section 2
2.  Section 2 of the Stamp Ordinance is hereby amended —
(a)by deleting the words “the Colony or in the Federation of Malaya” appearing at the end of the definition of “contract note” therein and substituting therefor the word “Singapore”;
(b)by deleting the words “in any part of the British Commonwealth” appearing at the end of the definition of “marketable security” therein;
(c)by deleting the expression “the Colony or in British, Dominion, Indian, colonial or foreign currency” appearing at the end of the definition of “money” therein and substituting therefor the words “Singapore or in any other currency”; and
(d)by deleting the definition of “stock” appearing therein and substituting therefor the following: —
“ “stock” includes any share in the capital stock or funded debt of a company, corporation or society in Singapore or elsewhere and stocks or funds of the Government or of any other Government or country;”.
Amendment of section 4
3.  Subsection (1) of section 4 of the Stamp Ordinance is hereby amended: —
(a)by deleting the expression “the Colony after the thirty-first day of October, 1929” appearing at the end of paragraph (a) thereof and substituting therefor the word “Singapore”;
(b)by deleting the expression “the Colony before on or after the thirty-first day of October, 1929” appearing in paragraphs (b) and (c) thereof and substituting therefor in each case the word “Singapore”;
(c)by deleting the words “the Colony after the aforesaid date” appearing at the end of paragraph (b) thereof and substituting therefor the word “Singapore”; and
(d)by deleting the expression “the Colony, and is received in the Colony after the aforesaid date” appearing at the end of paragraph (c) thereof and substituting therefor the expression “Singapore, and is received in Singapore”.
Amendment of section 7
4.  Subsection (7) of section 7 of the Stamp Ordinance is hereby amended by deleting the words “the State of” appearing therein.
Amendment of section 35
5.  Section 35 of the Stamp Ordinance is hereby amended —
(a)by deleting paragraph (b) thereof and the marginal references “Cap. 244.” and “Cap. 246.” thereto;
(b)by deleting the expression “or of a society registered in the Federation of Malaya under the Co-operative Societies Ordinance, 1948, of the said Federation” appearing in paragraph (g) thereof; and
(c)by deleting the marginal reference “F.M. Ord. No. 33 of 1948.” appearing opposite to paragraph (g) thereof.
Amendment of section 51
6.  Section 51 of the Stamp Ordinance is hereby amended by deleting the words “the Government of any part of the British Commonwealth” appearing in paragraph (e) of the proviso thereto and substituting therefor the words “any other Government or country”.
Amendment of Schedule A
7.  Schedule A to the Stamp Ordinance is hereby amended —
(a)by deleting the exemption to Article No. 11 thereof and substituting therefor the following: —
Exemption:—Awards made under any written law relating to the acquisition of land for public purposes.”;
(b)by deleting the words “or DUPLICATE” appearing in Article No. 27 thereof;
(c)by deleting the expression “(including any pensioner of the Government of the Federation of Malaya)” appearing in Articles Nos. 48 and 53 (d) thereof; and
(d)by deleting paragraphs (e) and (f) appearing under the heading “Exemptions” in the column “Description of Instrument” in Article No. 53 thereof.
Miscellaneous amendments
8.  The amendments specified in the second column of the Schedule to this Act shall be made in the respective sections of the Stamp Ordinance set out opposite thereto in the first column of the said Schedule.
