Whereas it is provided by the Inquiry Commissions Ordinance that it shall be lawful for the Governor, whenever he shall deem it advisable, to issue a Commission appointing one or more Commissioners to enquire, inter alia into any matter in which an inquiry would, in the opinion of the Governor in Council, be for the public welfare:
And whereas it is provided by paragraph (b) of subsection (2) of section 121 of the Singapore (Constitution) Order in Council 1958 that any reference to the Governor or to the Governor in Council shall in relation to any period beginning on or after the appointed day, be construed as a reference to the Yang di-Pertuan Negara:
And whereas the Yang di-Pertuan Negara is of the opinion that an inquiry should forthwith be made by Commissioners so appointed in accordance with the following terms of reference:
To review the present position of the Malayan Pineapple Industry including the causes of the recent crisis, the production, processing, costing and marketing of the product, and the organisation of the Malayan Pineapple Industry Board, and to make recommendations for their improvement and in particular to examine and report on —
(a)the economics of pineapple estates and smallholdings;
(b)the marketing of small growers’ fruit;
(c)the efficiency of existing canneries and their costs of production;
(d)the desirability of establishing a small growers’ cannery in the light of the present circumstances of the industry, and recommend as to the manner in which such a cannery should be set up should it be found desirable to do so;
(e)the past and present machinery in the marketing of canned pineapples, and recommend thereon improvement in future transactions;
(f)the need and scope of production, processing, and marketing research.
Now, therefore, I, WILLIAM ALLMOND CODRINGTON GOODE, hereby appoint the following persons, namely:
Inche Mahmud bin Hashim,
Professor N. P. W. J. Anderson,
Mr. H. V. Smith,
Mr. J. R. Butland,
Dr. K. R. Chou,
Tuan Haji Amin bin Amran, and
Mr. J. M. Parker,
to be Commissioners and hereby authorise the said Commissioners to conduct such inquiry in the manner hereinafter directed:
1.  I direct that Inche Mahmud bin Hashim shall be Chairman of this Commission of Inquiry.
2.  I direct that the sittings of the Commission shall be held at such place, on such date and at such hour as the Commissioners may from time to time designate.
3.  I direct that the Inquiry shall be held in public: Provided that the Commissioners may in their discretion direct that any evidence shall be heard in camera or otherwise recorded without being made available to the public.
4.  Finally, I direct that the Commissioners after completing the Inquiry render to me their report and recommendations thereon.
