Appointment of Proper Authorities for Purposes of Sections 11, 12, 14, 27 and 31 of the Act

The Armed Forces Council has appointed the following officers to be the proper authorities:
—(1) for the purposes of the Act:
(a)
the Minister for Defence;
(b)
the Permanent Secretary to the Ministry of Defence;
(c)
the Director of Manpower;
(d)
the Commander of the Central Manpower Base;
(e)
the Deputy Commander of the Central Manpower Base;
(f)
the Commanding Officer of the Officers' Personnel Centre;
(g)
the Head of the Personnel Affairs Department;
(h)
the Commanding Officer of the Control of Personnel Centre;
(i)
the Head of the Air Manpower Department;
(j)
the Head of the Naval Personnel Department;
(k)
the Commanding Officer of the National Service Personnel Centre;

the Head of the Mindef Personnel Centre; and

(m)
the Commanding Officer of the Army Officers Management Centre;

(2) for the purposes of sections 14 and 27 of the Act:
(a)
the Formation Commanders;

(b)
the Commissioner of Civil Defence of the Singapore Civil Defence Force; and
(c)
the Chief of the Airport Fire and Rescue Service;

(3) for the purposes of sections 27 and 31 of the Act:
the Commandant of the Police National Service (Full-time);

(4) for the purposes of sections 11, 14 and 27 of the Act:
the Director of Manpower and Administration, Singapore Police Force, except that he shall not exercise the powers under —
(a)
section 11 of the Act relating to the transfer of a person liable for national service under section 12 of the Act from full-time service to operationally ready national service before the completion of his full-time service under section 12 of the Act; and
(b)
section 27 of the Act to postpone the liability of a person to render full-time service under the Act;
(5) for the purposes of sections 14 and 27 of the Act:
the Commissioner of Civil Defence of the Singapore Civil Defence Force, except that he shall not exercise the powers under section 27 of the Act to postpone the liability of any person to render full-time service under the Act;

(6) for the purpose of section 31 of the Act:
the Commissioner of Civil Defence of the Singapore Civil Defence Force; and
(7) for the purpose of section 11 of the Act:
(a)
the Commissioner of Civil Defence of the Singapore Civil Defence Force; and
(b)
the Chief of the Airport Fire and Rescue Service,
except that they shall not exercise the power to transfer a person liable to render national service under section 12 of the Act from full-time service to operationally ready national service before the completion of his full-time service under section 12 of the Act.
