Essential (Control of Photographs) Regulations

Citation

1. These Regulations may be cited as the Essential (Control of Photographs) Regulations.

Photographic requirements

2. Every person taking photographs of fishing craft or of persons for the purposes of the Essential (Fishing Craft and Crew Pass) Regulations [Rg 10] shall comply with the following conditions:

(a)

the paper used for photographs shall be of single weight, semi-matt surface, unglazed and of one of the following makes:

(i)	Kodak Bromide W.V.L.S;
(ii)	Agfa Brovira 2a;
(iii)	Ilford Bromide Semi-Matt S.W.B. 24p;
(iv)	Gevaert — Gevabrom No. 3;
(v)	Mimosa Bromosa 2; or
(vi)	any other make which the Minister for Defence may declare suitable for the purpose;

(b)

the minimum thickness of the paper shall be .08 mm and the maximum thickness .18 mm;

(c)

the size of the photograph of a fishing craft shall be 14 cm x 9 cm and the photograph shall be without border. The photograph shall show the whole vessel including its registration number;

(d)

the size of the photograph of a person shall be 3 cm x 4 cm and the photograph shall be without border. The full face and both ears of the person photographed shall appear and the image from the chin to the top of the head shall not be less than 2.5 cm in a vertical position. The photograph shall be taken against a plain background and balanced lighting shall be used so that no shadow shall be shown;

(e)

the photographs shall be finished in black and white. No tinting, toning or retouching shall be permitted;

(f)

the photographs of a person shall be contact prints direct from negatives. No enlargements from smaller negatives shall be allowed;

(g)

the photographs of a person should be taken without his headgear but any person who habitually wears a headgear in accordance with his religious or racial custom may be photographed with his headgear provided that such headgear does not hide his features;

(h)

each negative shall be marked with a distinctive mark to show the identity of the photographer and shall be handed —

(i)	to the person photographed; or
(ii)	in the case of a photograph of a fishing craft, to the person who asks for that craft to be photographed; and

(j)

only black and white films of the under-mentioned makes and which are not outdated shall be used:

(i)	Agfa;
(ii)	Fuji;
(iii)	Ilford;
(iv)	Gevaert;
(v)	Kodak; and
(vi)	any other make which the Minister for Defence may declare suitable for the purpose.

Penalty

3. Any person who fails to comply with these Regulations shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $500 or to imprisonment for a term not exceeding 6 months.
