Citation

1. These Regulations may be cited as the Education Endowment Scheme (Edusave Merit Bursaries) Regulations.

Definitions

2. In these Regulations, unless the context otherwise requires —

“applicant” means a pupil on whose behalf the parent or guardian of such pupil has submitted an application for the Edusave Merit Bursary under regulation 7;

“Bursary Committee” means the Bursary Committee appointed by —

(a)	the Citizens’ Consultative Committee of a constituency; or
(b)	the Citizens’ Consultative Committee of a division of a group representation constituency;

“community centre or club” means a community centre or club managed or run by the People’s Association pursuant to the People’s Association Act (Cap. 227);

“constituency” means an electoral division under the Parliamentary Elections Act (Cap. 218);

“course”, in relation to —

(a)	a pupil of a junior college, means a course in the Arts or Sciences or in Commerce at the pre-university level, or such other course offered by the junior college as the Ministry may approve for the purposes of these Regulations; and
(b)	a pupil of a training institute, means any course offered by the training institute as the Ministry may approve for the purposes of these Regulations;

“Government school” means a primary or secondary school organised and conducted directly by the Government;

“Government-aided school” means a primary or secondary school which is —

(a)	established by any person other than the Government; and
(b)	conducted by a committee of management which is in receipt of a grant-in-aid from the Government under the Education (Grant-in-Aid) Regulations (Cap. 87, Rg 3) for the defraying of the expenses incurred for conducting the school;

“group representation constituency” means any electoral division declared to be a group representation constituency under the Parliamentary Elections Act;

“independent school” means a secondary school which is —

(a)	specified in any order made under section 3(1) of the School Boards (Incorporation) Act (Cap. 284A); or
(b)	conducted by a governing board constituted under any written law and which is listed under the category “Independent Schools” in the Schedule to the Education Endowment Scheme (Prescribed Schools) Regulations (Rg 1);

“junior college” includes any centralised institute or school providing pre-university education;

“Ministry” means the Ministry of Education;

“school” means a Government school, a Government-aided school or an independent school;

“stream”, in relation to —

(a)

a pupil in a primary school, means —

(i)	the English — Mother Tongue 1 stream (EM1);
(ii)	the English — Mother Tongue 2 stream (EM2); or
(iii)	the English — Mother Tongue 3 stream (EM3),
	of his standard in the school in which he is enrolled; and

(b)

a pupil in a secondary school, means —

(i)	the Special stream;
(ii)	the Express stream;
(iii)	the Normal (Academic) stream; or
(iv)	the Normal (Technical) stream,
	of his standard in the school in which he is enrolled;

“training institute” means —

(a)	any training institute established under the Institute of Technical Education Act (Cap. 141A); or
(b)	any other training institute which is listed under the category “Institutes of Technical Education” in the Schedule to the Education Endowment Scheme (Prescribed Schools) Regulations.

Establishment of Edusave Merit Bursaries

3.—(1) There are hereby established the Edusave Merit Bursaries, a number of each of which shall be awarded annually in accordance with these Regulations out of such part of the income of the Endowment Fund as the Minister may designate for the purpose.

(2) The Edusave Merit Bursaries shall be awarded to eligible pupils in —

(a)	primary schools and secondary schools with effect from 1st October 1995;
(b)	training institutes with effect from 1st May 1996; and
(c)	junior colleges with effect from 1st October 1996.

Value and payment of bursary

4.—(1) The value of the Edusave Merit Bursary shall be —

(a)

$150, if awarded to a primary school pupil in any of the following standards:

(i)	primary one;
(ii)	primary two; or
(iii)	primary three;

(b)

$200, if awarded to a primary school pupil in any of the following standards:

(i)	primary four;
(ii)	primary five; or
(iii)	primary six;

(c)

$250, if awarded to any pupil of a secondary school;

(d)

$300, if awarded to any pupil of a junior college; and

(e)

$400, if awarded to any pupil of a training institute.

(2) The Edusave Merit Bursary shall be paid to every pupil who is selected therefor at the end of the academic year in respect of which he is awarded the bursary.

Eligible pupils

5.—(1) Subject to paragraph (2), a pupil of a primary or secondary school or a junior college or a full-time pupil of a training institute shall be eligible for the Edusave Merit Bursary in any year if —

(a)

he is a citizen of Singapore;

(b)

the total amount of the gross monthly incomes of his parents, and of every of his siblings who is living with him in the same household, is less than $3,000 for that year; and

(c)

in the case of a pupil of a primary or secondary school —

(i)	he falls within the 25% of all pupils in his standard and stream who have obtained the highest marks in the examinations conducted by the school in that year for pupils in that standard and stream;
(ii)	he has obtained in that year an average of not less than 50% of the total marks awarded for those examinations or such other aggregate score as may be specified by the Ministry; and
(iii)	he is not in that year the recipient of the Edusave Scholarships for Primary Schools, the Edusave Entrance Scholarship for Independent Schools, the Edusave (Independent Schools) Yearly Award or the Edusave Scholarship for Secondary Schools, established under the Education Endowment Scheme (Edusave Scholarships) Regulations (Rg 2) or is not in that year enrolled in the Gifted Education Programme, the Music Elective Programme or the Art Elective Programme in an independent school;

(d)

in the case of a pupil of a junior college —

(i)	he falls within the 25% of all pupils reading the same course at the same level who have obtained the highest marks in the examinations conducted by the junior college in that year for pupils reading that course at that level;
(ii)	he has passed in that year the examinations for at least 2 Advanced Level courses and at least 2 Advance-Ordinary Level courses; and
(iii)	he is not in that year the recipient of any scholarship awarded by the Ministry to pupils of junior colleges ; or

(e)

in the case of a full-time pupil of a training institute —

(i)	he falls within the 25% of all pupils reading the same course at the same level who have obtained the highest marks in the examinations conducted by the training institute in that year for pupils reading that course at that level;
(ii)	he has passed in that year the examinations for all the core subjects of the course as specified by the training institute; and
(iii)	he is not in that year the recipient of any scholarship awarded by the training institute to pupils thereof .

(2) Notwithstanding paragraph (1)(c)(i), (d)(i) or (e)(i) but subject to regulation 6(3) —

(a)

a pupil of a primary or secondary school who satisfies the conditions specified in paragraph (1)(a), (b) and (c)(ii) and (iii) and who falls outside —

(i)	the 25% but within the 30%; or
(ii)	the 30%,

of all pupils in his standard and stream who have obtained the highest marks in the examinations conducted by the school in that year for pupils in that standard and stream;

(b)

a pupil of a junior college who satisfies the conditions specified in paragraph (1)(a), (b) and (d)(ii) and (iii) and who falls outside —

(i)

the 25% but within the 30%; or

(ii)

the 30%,

of all pupils reading the same course at the same level who have obtained the highest marks in the examinations conducted by the junior college in that year for pupils reading that course at that level; and

(c)

a full-time pupil of a training institute who satisfies the conditions specified in paragraph (1)(a), (b) and (e)(ii) and (iii) and who falls outside —

(i)	the 25% but within the 30%; or
(ii)	the 30%,

of all pupils reading the same course at the same level who have obtained the highest marks in the examinations conducted by the training institute in that year for pupils reading that course at that level,

shall be eligible for the Edusave Merit Bursary if he is invited by the principal of the school or junior college or by the training manager of the training institute to apply for the bursary in accordance with regulation 6.

Principal to invite applicants for Edusave Merit Bursary

6.—(1) Subject to paragraph (3), the principal of a primary or secondary school or junior college or the training manager of a training institute shall, as soon as possible after the completion of the year-end examinations for all pupils enrolled in the school, junior college or training institute, as the case may be, cause an invitation to apply for the Edusave Merit Bursary to be sent out to such number, as the principal or training manager thinks fit, of pupils of the school, junior college or training institute who satisfy the conditions specified in regulation 5(1)(a) and (c), (d) or (e).

(2) Subject to paragraph (3) —

(a)

the principal of a primary school, secondary school or junior college may —

(i)	in his discretion, invite any pupil of the school or junior college who satisfies the conditions specified in regulation 5(2)(a)(i) or (b)(i); and
(ii)	with the approval of the Ministry, invite any pupil of the school or junior college who satisfies the conditions specified in regulation 5(2)(a)(ii) or (b)(ii); and

(b)

the training manager of a training institute may —

(i)	in his discretion, invite any pupil of the training institute who satisfies the conditions specified in regulation 5(2)(c)(i); and
(ii)	with the approval of the Ministry, invite any pupil of the training institute who satisfies the conditions specified in regulation 5(2)(c)(ii),

to apply for the Edusave Merit Bursary.

(3) The total number of pupils in a particular standard in a school or in a particular level in a junior college or training institute who are invited to apply for the Edusave Merit Bursary in a year shall not exceed 25% of the total number of pupils in that standard or level in that school, junior college or training institute.

(4) The principal of a school or junior college and the training manager of a training institute shall provide each pupil invited to apply for the Edusave Merit Bursary with an application form for the bursary.

Completion and submission of application forms

7.—(1) The parent or guardian of a pupil who has been invited to apply for the Edusave Merit Bursary under regulation 6 shall, if the pupil wishes to apply for the bursary —

(a)	complete the application form in accordance with the instructions given therein and provide such details of the gross incomes of the parents of the pupil and of every sibling of the pupil who is living with the pupil in the same household for the year, as may be required; and
(b)	within the time specified therefor submit the application form, duly completed, to the appropriate officer at the community centre or club in the constituency or division of the group representation constituency in which the pupil resides.

(2) The officer of the community centre or club to whom the applications for the Edusave Merit Bursary are submitted shall, within such time as may be specified by the Ministry, transmit the applications to the Bursary Committee of the constituency or division of the group representation constituency, as the case may be.

Bursary Committee to select pupils for Edusave Merit Bursary

8.—(1) The Bursary Committee of a constituency or division of a group representation constituency shall select the applicants to be awarded the Edusave Merit Bursary.

(2) No applicant shall be awarded the Edusave Merit Bursary unless the Bursary Committee is satisfied that the total amount of the gross monthly incomes of his parents, and of every of his siblings who is living with him in the same household for the year, is less than $3,000.

(3) For the purpose of paragraph (2), the Bursary Committee may —

(a)	make such inquiries of the applicant as it thinks fit; or
(b)	interview the applicant or the members of his family.

(4) The Bursary Committee shall, within such time as may be required by the Ministry, submit to the Ministry a list of the applicants whom it has selected for the Edusave Merit Bursary.

(5) Upon receipt of the list referred to in paragraph (4), the Ministry shall cause the necessary arrangements to be made for the appropriate amount to be paid to each pupil who is awarded the Edusave Merit Bursary.

Application of Fund to assist pupils who do not qualify for Edusave Merit Bursary

9.—(1) Subject to paragraph (2), where the Citizens’ Consultative Committee of any constituency or division of a group representation constituency has established a bursary for the purpose of providing financial assistance to pupils who —

(a)	reside in that constituency or division;
(b)	are in need of financial assistance for their education; and
(c)	do not qualify for the Edusave Merit Bursary or any scholarship or award under the Education Endowment Scheme (Edusave Scholarships) Regulations (Rg 2), the Minister may, if he thinks fit, direct that there shall be paid out of the income of the Endowment Fund to the Citizens’ Consultative Committee as contribution for the purpose of the bursary a dollar for each dollar raised and disbursed by the Citizens’ Consultative Committee for the purpose of the bursary.

(2) The total amount paid out from the income of the Endowment Fund to the Citizens’ Consultative Committee of any constituency or division of a group representation constituency for each year under paragraph (1) shall not exceed 10% of the total amount of the Edusave Merit Bursaries awarded by the Citizens’ Consultative Committee in the previous year.
