Government Hospitals (Fees) Rules¹

Citation

1. These Rules may be cited as the Government Hospitals (Fees) Rules.

Definitions

2. In these Rules, unless the context otherwise requires —

“non-resident” means a person who is not a resident of Singapore;

“permanent resident” includes a Singapore blue identity card holder or a person who holds an entry permit issued by the Controller of Immigration;

“private patient” means a patient of a visiting consultant in class A or B1 ward in a Government hospital;

“resident” means —

(a)	a citizen or permanent resident of Singapore;
(b)	a person below 18 years of age who is in possession of a student’s pass and whose father is a citizen or permanent resident of Singapore;
(c)	a holder of a work permit (other than a work permit which contains an endorsement by the issuing authority that the holder shall not be entitled to subsidised Government medical treatment) or an employment pass;
(d)	the wife or any child below 18 years of age of a person holding a work permit for a period of not less than 3 years where the wife or child is in possession of a visit pass and a letter from the Controller of Immigration confirming that the wife or child is a dependant of the work permit holder; or
(e)	a person below 12 years of age who is in possession of a Singapore birth certificate.

Fees

3.—(1) Subject to these Rules, the fees for the matters set out in the first column of the Schedule shall be as specified in the second column thereof.

(2) Class B1, B2 and C patients shall pay the fees chargeable under items 9 and 10 of the Schedule at 85%, 35% and 20%, respectively, of the Class A fees subject to the minimum and maximum fees payable by Class B2 and C patients for the items specified hereunder:

(a) Fee for Radiological Examination/Procedure, Laboratory Investigation, Specialised Studies and Investigations

(3) A person who is treated as an outpatient shall —

(a)	in respect of a private consultation case, pay the fees chargeable under these Rules at class A rates; and
(b)	in respect of a subsidised case, pay the fees chargeable under these Rules at class B2 rates.

(4) Such fees shall apply to all residents; and a non-resident who is treated as an outpatient in a specialist outpatient clinic shall pay the fees as specified in the second column of the Schedule at private consultation rates in addition to a surcharge of 30% of the fees.

Non-resident patients

4.—(1) A non-resident who is treated as an inpatient in a hospital shall pay the fees chargeable under these Rules at class A rates, except the daily ward fee which shall be in accordance with the class of ward to which he is admitted. In addition, he shall pay a surcharge of 30% on the total hospital bill.

(2) Notwithstanding paragraph (1) and item 1 of the Schedule, the daily class C and class B2 ward fees for non-residents shall be twice the daily class C and class B2 ward fees for residents.

Psychiatric and chronically sick patients

5.—(1) Except for the fees as specified in items 2 and 7 of the Schedule, a psychiatric sick patient in View Road Hospital shall not be required to pay any other fees for the duration of his stay in the class C ward.

Transfer to higher class ward

6. Subject to paragraphs 3, 4 and 5, any patient except a Woodbridge Hospital patient who is admitted to a hospital ward and who is transferred to a higher class ward at his request shall pay, from the date of his admission to the hospital, the treatment fees and any other fees (except the ward fees) chargeable under these Rules at the rate specified for the higher class ward.

Persons not required to pay fees

7.—(1) A person who having been committed to the Woodbridge Hospital pursuant to Chapter XXXI of the Criminal Procedure Code or section 25 or 35 of the Mental Disorders and Treatment Act [Cap. 178], is admitted to a class C ward of the Hospital for observation, treatment or detention shall not be required to pay any fee under these Rules.

(2) A person admitted to a class C ward in —

(b)	the Trafalgar Unit of Woodbridge Hospital for the treatment of leprosy,

shall not be required to pay any fee under these Rules.

Director may waive fees

8. The Director of Medical Services may, in his discretion, waive the fees payable by any person for the treatment of any infectious disease.
