Citation
1.  These Regulations may be cited as the Passports (Authorised Officers) Regulations.
Authorised officers and their powers
2.  The Controller of Immigration and any immigration officer appointed under section 3 of the Immigration Act (Cap. 133) and the persons set out in the Schedule, and any overseas representative who is a diplomatic officer or consular officer of the Government, any Trade Commissioner and any Assistant Commercial Representative of Singapore in any foreign country are appointed authorised officers for all or any of the following purposes:
(a)to issue, renew and endorse a Singapore passport, certificate of identity or document of identity and to grant or endorse a visa on any travel document requiring a visa for Singapore;
(b)to demand the production of any passport previously issued before a new Singapore passport is issued;
(c)to demand the delivering up of a Singapore passport which has been cancelled;
(d)to cancel any visa, renewal or endorsement on a Singapore passport;
(e)to take possession of or demand the delivering up of any Singapore passport which has been cancelled or any passport bearing a visa, renewal or endorsement which has been cancelled;
(f)to demand, as a condition of the issue of a Singapore passport, certificate of identity or document of identity for travel purposes, such security whether by cash deposit or otherwise, as he may think fit, and to direct the forfeiture of such security or any part thereof; and
(g)to exempt any person from the payment of fees under any regulations made under the Act.
Officers empowered to cancel endorsement on validity of Singapore passport
3.  The following officers of the Ministry of Defence are empowered to cancel any endorsement relating to the period of validity of a Singapore passport issued to any person who has been registered under section 3 of the Enlistment Act (Cap. 93), or is deemed to be registered or is liable to be registered under that Act or to any male citizen of Singapore who is 11 years of age or above but below 16 years and 6 months of age:
(a)the proper authority empowered to issue exit permits under section 31 of the Enlistment Act;
(b)the Commander of the Central Manpower Base;
(c)the Commanding Officer of the Registration and Recruitment Centre;
(d)the Officer-in-charge of the Personnel Resources Branch; and
(e)the Exit Permit Officers.
Officers empowered to renew Singapore passports
4.—(1)  The officers of the Ministry of Defence set out in paragraph (2) are empowered —
(a)to renew any Singapore passport that is validly endorsed under regulation 13 of the Passports Regulations (Rg 1) with the name of a male citizen of Singapore who is of or above the age of 11 years but below the age of 15 years;
(b)to renew any Singapore passport that is issued to —
(i)any person who has been registered under section 3 of the Enlistment Act (Cap. 93), or is deemed to be registered or is liable to be registered under that Act; or
(ii)any male citizen of Singapore who is of or above the age of 11 years but below the age of 16 years and 6 months; and
(c)to require such security, whether by cash deposit or otherwise, as the officers think fit, to be furnished by or on behalf of the person applying to renew the passport.
(2)  The officers referred to in paragraph (1) are —
(a)the proper authority empowered to issue exit permits under section 31 of the Enlistment Act;
(b)the Commanding Officer of the Registration and Recruitment Centre;
(c)the Officer-in-charge of the Personnel Resources Branch; and
(d)the Exit Permit Officers.
(3)  The following officers of the Ministry of Home Affairs are empowered to renew any Singapore passport issued to any person who has been registered under section 3 of the Enlistment Act, or is deemed to be registered or is liable to register under that Act:
(a)the Officer-in-charge, the Head of Operationally Ready National Service Section and the Staff Officer II Manpower of the Police National Service (Full-Time) Headquarters; and
(b)the Head of Manpower, the Officer-in-charge of the Manpower Holding and Movement Centre and the Officer-in-charge of the Operationally Ready National Service/Volunteer Personnel Branch of the Singapore Civil Defence Force Headquarters.
Officers empowered to grant or endorse visa
5.  Such officers of the Singapore Tourism Board Office in Los Angeles, United States of America, as may be authorised in writing by the Minister,are empowered to grant a visa or endorse any travel document requiring a visa for Singapore.
