Public Utilities (Gas Supply) Regulations

PRELIMINARY

Citation

1. These Regulations may be cited as the Public Utilities (Gas Supply) Regulations.

Definitions

2. In these Regulations, unless the context otherwise requires —

“consumer” means a person who is supplied with gas by the Board or whose premises are for the time being connected for the purpose of a supply of gas by the Board with any system of supply;

“gas appliance” means an appliance designed for use or to be used by consumers of gas for heating, burning, motive power or any other purpose for which gas can be used;

“gas service pipe” means the pipe between the gas main of the Board and a primary meter control for the use of gas on the premises of a consumer, and includes any pipe downstream of a service isolation valve;

“gas service worker” means any person who carries out gas service work as defined in section 63A of the Act whether he is licensed or not;

“internal pipe” means any pipe, not being a gas main or gas service pipe, for the conveyance of gas on the premises of a consumer from the position of a gas meter and includes any other gas fitting inserted therein;

“lateral” means a part of a gas service pipe connected to a riser and supplying gas to a meter on one floor of a building;

“meter” includes any appliance or device supplied by the Board to measure, ascertain or regulate the amount of gas taken or used from the Board’s supply;

“operating pressure” means the pressure of gas at which a gas appliance operates;

“primary meter” means a meter connected to a gas service pipe, the index of which constitutes the basis for charge by the Board for gas used on the premises;

“pumping equipment” includes any pump, blower or other device capable of varying the rate of flow or pressure of gas along the path to which it is connected;

“regulator” means a device for regulating the pressure of gas;

“riser” means a vertical gas service pipe which leads to one or more meters and which may have one or more laterals connected at appropriate floor levels;

“service isolation valve” means any buried valve installed at or near to the boundary line of any property or the apron of any building for the purpose of controlling or shutting off gas flow;

“Singapore Standard” means a standard of manufacture specified by the Singapore Institute of Standards and Industrial Research;

“valve” means a device for the purpose of controlling or shutting off gas flow and includes a service isolation valve.
