Citation
1.  These Regulations may be cited as the Public Utilities (Tariffs for Water) Regulations.
Prices
2.—(1)  The prices to be charged for water supplied by the Board shall be in accordance with the tariffs set out in the Schedule.
(2)  The Board may, by notification in the Gazette, declare from time to time any increase or decrease in the quantity of water prescribed for the various block rates for the tariffs set out in the Schedule.
Domestic tariff
3.—(1)  Unless a concession is granted by the Board to a consumer under this regulation, the domestic tariff set out in the Schedule shall apply to all water supplied to premises which are used exclusively for residential purposes and such tariff shall not apply —
(a)where part of the premises is used for the purposes of or in connection with any trade, business or profession; or
(b)where part of the premises is used as a hotel, service apartment, boarding house, school, place of worship or mess.
(2)  Where water is supplied by the Board to any premises in which there are 2 or more households and the number of persons living in the premises is more than 10, the consumer of the premises may make an application in writing to the Board for a concession, and the Board may, in its discretion, grant such concession as it thinks fit to the consumer for all water supplied to the premises.
Duration of concession
4.—(1)  Any concession granted by the Board pursuant to regulation 3(2) shall be in force from a date appointed by the Board until 31st January next following.
(2)  On the application of the consumer, the Board may renew or extend the concession at the expiration thereof for a maximum of one year for any one renewal or extension.
Consumer to notify Board
5.  Whenever the number of persons living in the premises of the consumer falls below the number stated in his application for a concession under regulation 3(2), the consumer who has been granted the concession shall notify the Board of the change in the number of persons within one week of the change.
Surcharge
6.—(1)  If a consumer to whom a concession has been granted under regulation 3 —
(a)fails to give the notice required by regulation 5;
(b)makes any statement which is false in any material particular or makes any false declaration in his application for the concession; or
(c)does any act or omits to do any act which disqualifies him from the concession granted to him,
he shall, in addition to paying the prices charged for water supplied to his premises in accordance with the concession granted to him, be liable to pay for each month from the date the concession is in force a surcharge calculated at the highest domestic tariff rate set out in the Schedule for each cubic metre on the total amount of water consumed on his premises less the amount of water set out in the Schedule for the first consumption block.
(2)  The concession given by the Board may, in addition, be withdrawn.
Tariff for shipping
7.  The tariff for shipping set out in the Schedule shall apply to all water supplied to ships and water boats.
Non-domestic tariff
8.  The non-domestic tariff set out in the Schedule shall apply to all water supplied to the following premises:
(a)where all or part of the premises is registered as a hotel under the Hotels Act (Cap. 127);
(b)where all or part of the premises is licensed as a restaurant under the Environmental Public Health Act (Cap. 95);
(c)construction sites including temporary worksites where any kind of road or building construction, reclamation works, site formation, repair, demolition, alteration of or addition to a building or building operation is carried out; or
(d)premises to which the domestic tariff and the tariff for shipping do not apply.
Method of charging
9.  Where the premises of a consumer in the same localities are supplied with water which are metered separately and the price of water supplied is chargeable in accordance with a particular tariff set out in the Schedule, the Board may, in its discretion, charge the consumer for the water supplied as if it is not metered separately.
