Government Contracts (Authorisation)
(Amendment) Notification 2023

In exercise of the powers conferred by section 2 of the Government Contracts Act 1966, the Minister for Finance makes the following Notification:

Citation and commencement

1. This Notification is the Government Contracts (Authorisation) (Amendment) Notification 2023 and comes into operation on 6 January 2023.

Amendment of First Schedule

2. In the First Schedule to the Government Contracts (Authorisation) Notification 2022 (G.N. No. S 318/2022) —

(a)

in Part 8, in item 23, in the second column, in paragraph (b), after “Period Contracts”, insert “or Framework Agreements”;

(b)

in Part 8, in item 34, in the second column, delete paragraphs (c) and (d);

(c)

replace Part 13 with —

“PART 13
MINISTRY OF SUSTAINABILITY AND THE ENVIRONMENT

1.	Permanent Secretary

All contracts.

2.	Deputy Secretary

All contracts.

3.	Divisional Director (Corporate Development)

(a)	Contracts for goods, services and construction services not exceeding $1 million.

(b)	Sponsorship Agreements not exceeding $1 million.

(c)	Tenancy Agreements not exceeding $1 million.

(d)	Lease Agreements not exceeding $1 million.

(e)	Licence Agreements not exceeding $1 million.

(f)	Purchase Orders/Works Orders not exceeding $1 million.

4.	Project Director/ Senior Deputy Director (Facilities Management & Corporate Services)/ Senior Deputy Director (Finance)

(a)	Contracts for goods, services and construction services not exceeding $500,000.

(b)	Sponsorship Agreements not exceeding $500,000.

(c)	Tenancy Agreements not exceeding $500,000.

(d)	Lease Agreements not exceeding $500,000.

(e)	Licence Agreements not exceeding $500,000.

(f)	Purchase Orders/Works Orders not exceeding $500,000.”; and

(d)

in Part 16, replace item 60 with —

“60.	Director General/ Senior Director/Director/ Chief Information Officer

(a)	All contracts not exceeding $1 million.

(b)	Purchase Orders/Works Orders not exceeding $1 million.”.
