(Chingay Parade 2025 — Exemption)
Order 2025
In exercise of the powers conferred by section 142 of the Road Traffic Act 1961, the Minister for Transport makes the following Order:
Citation and period in force
1.—(1)  This Order is the Road Traffic (Chingay Parade 2025 — Exemption) Order 2025.
(2)  This Order is in force for the period between 9 February 2025 and 2 March 2025 (both dates inclusive).
Definitions
2.  In this Order —
“buggy” means any electrically operated four‑wheeled lightweight vehicle intended for short distance commuting;
“Chingay 2025” means the event known as the Chingay Parade 2025 that is organised by the People’s Association and during which display floats towed by buggies will travel on public roads between 9 February 2025 and 2 March 2025 (both dates inclusive);
“LTA” means the Land Transport Authority of Singapore established under section 3 of the Land Transport Authority of Singapore Act 1995;
“People’s Association” means the People’s Association constituted by section 2 of the People’s Association Act 1960;
“specified period” means the date and time set out in the First Schedule in relation to a specified road;
“specified road” means any road that is delineated in any map set out in the First Schedule.
Exemption for buggy
3.—(1)  Subject to sub‑paragraph (2), sections 10, 10A, 11, 12, 15, 29 and 91 of the Act, and the rules specified in the Second Schedule, do not apply to, or in relation to, a buggy when it is used on any specified road at any time during the specified period for the purpose of Chingay 2025.
(2)  Sub‑paragraph (1) only applies if —
(a)the buggy is driven by an individual —
(i)who is authorised by the People’s Association to drive the buggy; and
(ii)who possesses a valid Class 3, 3A, 3C or 3CA driving licence granted under the Road Traffic (Motor Vehicles, Driving Licences) Rules (R 27);
(b)the buggy is driven by an individual at a speed not exceeding 12 km/h;
(c)there is in force, at any time the buggy is used in connection with Chingay 2025, a policy of insurance in relation to the buggy, insuring against any liability in respect of —
(i)the death of or bodily injury sustained by any person; and
(ii)any property damage suffered by any person,
caused by or arising out of the use of the buggy; and
(d)the risk under the policy of insurance mentioned in sub‑paragraph (c) is assumed by an insurer who, at the time the policy is issued, is lawfully carrying on an insurance business in Singapore.
