Road Traffic Act
(CHAPTER 276)
Road Traffic (Composition of Offences) (Amendment) Rules 1997
In exercise of the powers conferred by section 135(2) of the Road Traffic Act, the Minister for Home Affairs hereby makes the following Rules:
Citation and commencement
1.  These Rules may be cited as the Road Traffic (Composition of Offences) (Amendment) Rules 1997 and shall come into operation on 1st April 1997.
Amendment of rule 2
2.  Rule 2 of the Road Traffic (Composition of Offences) Rules (R 29) (referred to in these Rules as the principal Rules) is amended by inserting, immediately after the word “behalf” in the third line, the words “by the Deputy Commissioner of Police, or by any employee of the Authority specially authorised by name in that behalf by the Minister for Communications,”.
Amendment of rule 3
3.  Rule 3 of the principal Rules is amended —
(a)by inserting, immediately after the word “officer” in the second line of paragraph (a), the words “or employee of the Authority”;
(b)by deleting paragraph (b) and substituting the following paragraph:
(b)by an electronic fund transfer system whereby payment may be effected by directing the transfer of funds electronically from the bank account of the payer to a bank account so designated by the Commissioner of Police or the Authority, who or which shall account for the payment.”; and
(c)by renumbering the rule as paragraph (1) of that rule, and by inserting immediately thereafter the following paragraph:
(2)  The Commissioner of Police or the Authority may from time to time stipulate the various electronic fund transfer systems as he or it may think fit to be used for the purposes of these Rules.”.
Amendment of rule 4
4.  Rule 4 of the principal Rules is amended —
(a)by inserting, immediately after the word “Police” in the first line, the words “or the Authority”; and
(b)by inserting, immediately after the word “he” in the second line, the words “or it” .
