Housing Developers
(Amendment) Rules 2023

In exercise of the powers conferred by section 22 of the Housing Developers (Control and Licensing) Act 1965, the Minister for National Development makes the following Rules:

Citation and commencement

1. These Rules are the Housing Developers (Amendment) Rules 2023 and come into operation on 28 June 2023.

Amendment of rule 10

2. In the Housing Developers Rules (R 1) (called in these Rules the principal Rules), in rule 10(4) —

(a)

in sub-paragraph (a), delete “and” at the end;

(b)

after sub-paragraph (a), insert —

“(aa)

provide the intending purchaser with a notice of the documents and information that the housing developer must obtain to perform the customer due diligence measures required by section 12B of the Act, in the form that the Controller specifies on the Internet website at https://go.gov.sg/ura‑amltf; and”; and

(c)

in sub-paragraph (b), replace “sub‑paragraph (a)” with “sub‑paragraphs (a) and (aa)”.

Amendment of rule 16

3. In the principal Rules, in rule 16(1), after “this rule”, insert “and rules 4(3), 8(3) and 14 of the Housing Developers (Anti‑Money Laundering and Terrorism Financing) Rules 2023 (G.N. No. S 119/2023)”.

Amendment of First Schedule

4. In the principal Rules, in the First Schedule, in Form 3, replace the Form reference with —

“Rule 10(4)(a)”.
