Singapore Civil Defence Force Long
Service and Good Conduct Medal Rules 1994
It is hereby notified for general information that the President, having been pleased to approve the institution of a medal to be styled “The Singapore Civil Defence Force Long Service and Good Conduct Medal”, hereby makes the following Rules:
1.  These Rules may be cited as the Singapore Civil Defence Force Long Service and Good Conduct Medal Rules 1994 and shall come into operation on 1st April 1994.
2.—(1)  In these Rules, unless the context otherwise requires —
“eligible person” means any person who is or who was —
(a)an officer appointed under or a serviceman enlisted in the Singapore Civil Defence Force under section 7(1) of the Civil Defence Act (Cap. 42);
(b)an officer deemed to be appointed under the Civil Defence Act by virtue of section 60 of the Fire Safety Act (Cap. 109A);
(c)an auxiliary member recruited on a part-time basis under section 7(2) of the Civil Defence Act;
(d)a person deemed to have been enlisted in the Singapore Civil Defence Force under section 9(1) of the Civil Defence Act and is or was rendering his service in the Force;
“Medal” means the Singapore Civil Defence Force Long Service and Good Conduct Medal;
“qualifying service” means all the time an officer or serviceman has rendered —
(a)full-time continuous service in the Singapore Civil Defence Force, whether temporary, regular, mobilised or national service;
(b)full-time continuous service in the Singapore Armed Forces or the Singapore Police Service whether temporary, regular, mobilised or national service preceding service in the Singapore Civil Deference Force;
(c)part-time service in the Singapore Civil Defence Force or the Singapore Police Service;
(d)reserve service in the Singapore Civil Defence Force, the Singapore Armed Forces or the Singapore Police Service provided no account shall be taken of any period during which he was exempted from such reserve service;
“Singapore Armed Forces” means the force raised and maintained in accordance with the Singapore Armed Forces Act (Cap. 295);
“Singapore Civil Defence Force” means the force raised and maintained in accordance with the Civil Defence Act (Cap. 42);
“Singapore Police Service” has the same meaning as in the Singapore Police Service Long Service and Good Conduct Medal Rules 1994 (G.N. No. S 123/94).
(2)  For the purpose of these Rules, unless the contrary intention appears, “service” means full-time service, reserve service, regular service, mobilised service or voluntary service.
(3)  References in these Rules to a period of reserve service rendered are references to the period in which such person was liable for reserve service.
3.  A medal to be known as “The Singapore Civil Defence Force Long Service and Good Conduct Medal” may be awarded to an eligible person in recognition of his long and exemplary service and good conduct in the Singapore Civil Deference Force, subject to the minimum requirement in rule 4.
4.—(1)  An eligible person shall qualify for the award of the Medal if he has completed 12 years of continuous qualifying service.
(2)  A Clasp may be awarded to a recipient of the Medal on his completion of 20 years of qualifying service and a second Clasp on his completion of 30 years of qualifying service. For each Clasp so awarded, a small silver star shall be added to the ribbon when worn alone.
(3)  A period shall be treated as continuous for the purposes of paragraph (1) notwithstanding —
(a)a break of service for one day for the purpose of awarding a pension or gratuity under the Pensions Regulations set out in the First Schedule to the Pensions Act (Cap. 225);
(b)any period of leave without pay, except that such period of leave shall not be counted towards the minimum requirement;
(c)any period of disruption from full-time service, except that such period of disruption shall not be counted towards the minimum requirement;
(d)any transfer of service from one of the forces, services, bodies and organisations to another either within or between the Singapore Civil Defence Force, the Singapore Police Service and the Singapore Armed Forces where such transfer is without a break of service.
5.  The Medal or Clasp shall be awarded by the President acting in accordance with the recommendation of the Minister or of the Commissioner of Civil Defence through the Minister.
6.  The name of any person to whom the Medal or Clasp is awarded shall be published in the Gazette.
7.—(1)  A person to whom the Medal or Clasp is awarded shall forfeit the Medal or Clasp —
(a)if he is dismissed or dishonourably discharged from service in the Singapore Civil Defence Force; or
(b)if the President so directs on the recommendation, through the Minister, of the Commissioner of Civil Defence.
(2)  Any Medal or Clasp forfeited may be restored by the President at his discretion.
(3)  A notice of the forfeiture or restoration of any Medal or Clasp shall be published in the Gazette.
8.  The loss or destruction of a Medal or Clasp shall, if the replacement is desired, be reported by the recipient to the Commissioner of Civil Defence who may, if he is satisfied that the circumstances in which the loss or destruction occurred are such as to justify replacement, approve the replacement subject to payment made by the recipient to cover the cost of replacement thereof. No such report shall be made until 6 months after the alleged los or destruction.
9.  The Medal shall consist of a circular medal in silver measuring 3.6 centimetres in diameter and 0.3 centimetres in thickness. On the obverse side there shall be the Coat-of-Arms of the Republic of Singapore encircled by the inscriptions “CIVIL DEFENCE FORCE” on top of the Coat-of-Arms and “SINGAPORE” below the Coat-of-Arms. On the reverse side there shall be the Singapore Civil Defence Force Crest with the laurel and the scroll encircled by the inscription “LONG SERVICE AND GOOD CONDUCT”.
10.  The Medal shall be worn by the recipient on the left side of the outer garment suspended by a ribbon 3.3 centimetres in width and 5.0 centimetres in length. The ribbon shall have vertical stripes of orange, white and maroon. The colours from the right and left to the middle of the ribbon shall be orange, white, maroon and white. The width of the orange stripes shall be 0.8 centimetres, the width of the white stripe in the middle of the ribbon shall be 0.5 centimetres and the width of the maroon stripes and outer white stripes shall be 0.3 centimetres each.
11.  The Medal shall be of the design set out in the Schedule.
12.  Any person who has been awarded a medal under the provisions of —
(a)the Singapore Police Long Service and Good Conduct Medal Rules 1974 (S 304/74);
(b)the Singapore Special Constabulary Medal Regulations 1961 (S 298/61);
(c)the Vigilante Corps Long Service and Good Conduct Medal Rules 1974 (S 305/74);
(d)the Colonial Fire Brigade Long Service Medal Regulations 1958 (S 258/58);
(e)the Singapore Armed Forces Long Service and Good Conduct Medal Rules 1973 (S 57/73),
shall be treated for the purposes of these Rules as if the award of the medal had been made under these Rules and such persons hall be eligible for the award of a Clasp to the Medal under these Rules if the requirements in rule 4 are satisfied.
(2)  The Colonial Fire Brigade Long Service Medal Regulations 1958 (S 285/58) are revoked.
