Animals and Birds (Veterinary Fees)
(Amendment) Rules 1998
In exercise of the powers conferred by sections 65 and 70 of the Animals and Birds Act, the Minister for National Development hereby makes the following Rules:
Citation and commencement
1.  These Rules may be cited as the Animals and Birds (Veterinary Fees) (Amendment) Rules 1998 and shall come into operation on 1st April 1998.
Deletion and substitution of Schedule
2.  The Schedule to the Animals and Birds (Veterinary Fees) Rules 1997 (G.N. No. S 140/97) is deleted and the following Schedule substituted therefor:
THE SCHEDULE
(1)Veterinary certification
$20 per certificate.
(2)Mallein test for horse
$190 per horse.
(3)Certified true copy of veterinary certificate
$8 per copy.
(4)Impoundment of —
 
(a)dogs
$80 per dog;
(b)cats
$40 per cat.
(5)Boarding of animals and birds
$15 per cat or dog or holding unit per day or part thereof.
(6)Certification of freedom from rabies in dog‑bite cases
$35 per examination.
(7)Quality control test of veterinary vaccines/biologics:
 
(a)application fee for registration of veterinary vaccines/biologics
$180 per vaccine/ biologic;
(b)quality control test —
 
(i)identity test
$600 per test;
(ii)sterility test
$70 per test;
(iii)purity or titration test using embryonated eggs
$110 per test;
(iv)purity or titration test using tissue culture
$235 per test;
(v)safety or potency test using poultry or laboratory animals
$500 per test;
(vi)safety test using pigs
$850 per test;
(vii)potency test using pigs
$1,800 per test.
(8)Post mortem examination of —
 
(a)birds, fish or small laboratory animals
$120 per batch;
(b)animals
(i)$100 per animal (up to 100 kg);
 
(ii)$250 per animal (above 100 kg).
(9)Laboratory examination of specimens —
 
(a)histological examination
$30 per test;
(b)parasitological examination:
 
(i)using ELISA/Immuno‑fluorescence
$30 per test;
(ii)using laboratory animals
$120 per test;
(iii)using direct microscopy
$20 per test.
(c)bacteriological examination (routine)
$28 per test;
(d)bacteriological examination (specialised)
$49 per test;
(e)haematological examination
$30 per test;
(f)toxin detection using laboratory animals
$190 per test;
(g)virological examination
$47 per test;
(h)serological examination (avian and livestock):
 
(i)using agglutination precipitation or haemagglutination inhibition tests/other species
$48 per batch of 10 samples or part thereof;
(ii)using complement fixation test or ELISA
$90 per batch of 10 samples or part thereof;
(iii)using serum neutralisation test
$60 per test;
(iv)using serum neutralisation test in embryonated eggs
$130 per test.
(10)Professional service fee
(a)$60 per hour or part thereof;
 
(b)$133 per hour or part thereof (outside office hours or on an urgent basis).
(11)Technical service fee
(a)$36 per hour or part thereof;
 
(b)$80 per hour or part thereof (outside office hours or on an urgent basis).
(12)Licence to treat, vaccinate or inoculate animals or birds
$30 per annum per licence.
(13)Restricted licence to vaccinate or inoculate animals or birds with veterinary biologics
$15 per annum per licence.
(14)Licence to possess veterinary biologics
$33 per licence.
(15)Supply of veterinary biologics:
 
(a)seed culture
$30 per ml;
(b)diagnostic bacterial antigen
$2 per ml.
