Merchant Shipping Act 1995
(Act 19 of 1995)
Merchant Shipping (Safety Convention) (Amendment No. 2) Regulations 1996
In exercise of the powers conferred by section 100 of the Merchant Shipping Act 1995, the Minister for Communications hereby makes the following Regulations:
1.  These Regulations may be cited as the Merchant Shipping (Safety Convention) (Amendment No. 2) Regulations 1996 and shall come into operation on 1st July 1996.
2.  Regulation 2(a) of Chapter VI of the Merchant Shipping (Safety Convention) Regulations (referred to in these Regulations as the principal Regulations) is amended by inserting, immediately after the word “ship.” at the end, the following words:
For the purpose of this regulation the cargo information required in sub-chapter 1.9 of the Code of Safe Practice for Cargo Stowage and Securing, adopted by the Organisation by resolution A.714 (17), as may be amended, shall be provided.”.

3.  Regulation 5 of Chapter VI of the principal Regulations is amended by inserting, immediately after paragraph (e), the following paragraph:
(f)Cargo units, including containers, shall be loaded, stowed and secured throughout the voyage in accordance with the Cargo Securing Manual approved by the Director or an authorised organisation. The Cargo Securing Manual shall be drawn up to a standard at least equivalent to the guidelines developed by the Organisation.”.
4.  Regulation 5 of Chapter VII of the principal Regulations is amended —
(a)by inserting, immediately after paragraph (e), the following paragraph:
(f)Cargo transport units, including freight containers, shall be loaded, stowed and secured throughout the voyage in accordance with the Cargo Securing Manual approved by the Director or an authorised organisation. The Cargo Securing Manual shall be drawn up to a standard at least equivalent to the guidelines developed by the Organisation.”.
(b)by re-lettering the existing paragraph (f) as paragraph (g).
5.  Regulation 6 of Chapter VII of the principal Regulations is amended by deleting paragraph (a) and substituting the following paragraph:
(a)Dangerous goods shall be loaded, stowed and secured safely and appropriately in accordance with the nature of the goods. Incompatible goods shall be segregated from one another.”.
