Road Traffic Act
(Chapter 276)
Road Traffic (Motor Vehicles, Quota System) (Amendment) Rules 2008
In exercise of the powers conferred by section 10A(4) of the Road Traffic Act, the Minister for Transport hereby makes the following Rules:
Citation and commencement
1.  These Rules may be cited as the Road Traffic (Motor Vehicles, Quota System) (Amendment) Rules 2008 and shall come into operation on 24th March 2008.
Amendment of rule 14
2.  Rule 14 of the Road Traffic (Motor Vehicles, Quota System) Rules (R 31) (referred to in these Rules as the principal Rules) is amended by inserting, immediately after paragraph (1A), the following paragraphs:
(1B)  Where an exemption granted under the Road Traffic (Diplomatic and Consular Privileges) (Exemption) Order 2006 (G.N. No. S 506/2006) in respect of a motor vehicle has ceased to apply, the Registrar may, on the application by any person and subject to such conditions as the Registrar thinks fit, issue a certificate of entitlement in respect of the motor vehicle for a period of 5, 6, 7, 8, 9 or 10 years.
(1C)  The quota premium payable for any certificate of entitlement issued under paragraph (1B) for the period of 5, 6, 7, 8, 9 or 10 years shall be 50%, 60%, 70%, 80%, 90% or 100%, respectively, of the amount calculated in accordance with paragraph (1A)(a).
(1D)  Where the Registrar has issued a certificate of entitlement under paragraph (1B) in respect of a motor vehicle for a period of 5, 6, 7, 8 or 9 years, the certificate of entitlement for that motor vehicle shall not be further renewed.”.
Amendment of rule 16
3.  Rule 16(1) of the principal Rules is amended by inserting, immediately after sub-paragraph (a), the following sub-paragraph:
(b)in the case where a certificate of entitlement is issued under rule 14(1B), the expiry of the period of 5, 6, 7, 8, 9 or 10 years, as the case may be, from the date of issue of the certificate of entitlement;”.
Amendment of rule 24
4.  Rule 24 of the principal Rules is amended by inserting, immediately after paragraph (2), the following paragraphs:
(2A)  Notwithstanding paragraph (2), where —
(a)the certificate of entitlement in respect of a motor car is renewed for a period of 5 years;
(b)the motor car is more than 30 years of age but not more than 35 years of age as at the date on which the renewal of the certificate of entitlement takes effect; and
(c)the Registrar has not, at any time before the renewal of the certificate of entitlement, renewed any certificate of entitlement in respect of that motor vehicle for a period of 5 years,
the Registrar may, subject to such conditions as he thinks fit, permit the certificate of entitlement to be further renewed for a period of 10 years upon the re-registration of that motor car as a classic car under rule 33A of the Road Traffic (Motor Vehicles, Registration and Licensing ) Rules (R 5).
(2B)  For the purposes of paragraph (2A)(b), the age of the motor car shall be reckoned in accordance with rule 2(2) of the Road Traffic (Motor Vehicles, Registration and Licensing) Rules.
(2C)  Where a certificate of entitlement is renewed for a period of 5 years and the motor car is not re-registered as a classic car at the end of the period of 5 years, the certificate of entitlement shall not be further renewed on its expiry.”.
