Control of Plants (Plant Importation) (Amendment) Rules 1997

In exercise of the powers conferred by section 46 of the Control of Plants Act, the Minister for National Development hereby makes the following Rules:

Citation and commencement

1. These Rules may be cited as the Control of Plants (Plant Importation) (Amendment) Rules 1997 and shall come into operation on 1st April 1997.

Amendment of rule 2

2. Rule 2(1) of the Control of Plants (Plant Importation) Rules (R 4) (referred to in these Rules as the principal Rules) is amended by deleting the definition of “plant”.

Amendment of rule 12

3. Rule 12(1) of the principal Rules is amended by deleting sub‑paragraph (b) and substituting the following sub-paragraph:

“(b)	inspect any consignment of plants and plant products which has been imported into Singapore including their packaging and take such samples thereof as may reasonably be necessary for analysis and evaluation;”.

Deletion and substitution of Fifth Schedule

4. The Fifth Schedule to the principal Rules is deleted and the following Schedule substituted therefor:

(1)	Inspection and certification of fresh cut flowers or plants

(a)	$6 per consignment not exceeding 24 stalks or 10 numbers/units of plants;

(b)	$30 per consignment exceeding 24 stalks or 10 numbers/units of plants.

(2)	Inspection and certification of plant products

(a)	$10 per consignment not exceeding 5 kg;

(b)	$50 per consignment exceeding 5 kg.

(3)	Laboratory examination of flowers, plants or plant products for any pest or pathogen

$40 per pest examination.

(4)	Permit to import plants, insects or micro-organisms

$15 per consignment.

(5)	Professional service fee

(a)	$50 per hour or part thereof;

(b)	$100 per hour or part thereof (outside office hours or on an urgent basis).

(6)	Technical service fee

(a)	$30 per hour or part thereof;

(b)	$60 per hour or part thereof (outside office hours or on an urgent basis).”.
