Feeding Stuffs Act
(Chapter 105)
Feeding Stuffs (Licensing, Analysis and Fees) (Amendment) Rules 1997
In exercise of the powers conferred by section 10 of the Feeding Stuffs Act, the Minister for National Development hereby makes the following Rules:
Citation and commencement
1.  These Rules may be cited as the Feeding Stuffs (Licensing, Analysis and Fees) (Amendment) Rules 1997 and shall come into operation on 1st April 1997.
Deletion and substitution of rule 4
2.  Rule 4 of the Feeding Stuffs (Licensing, Analysis and Fees) Rules (R 1) is deleted and the following rule substituted therefor:
Fees
4.  The fee for the issue of a licence for the import, manufacture, processing or sale of animal feed shall be as follows:
 
(a)for a period not exceeding one year
$180
 
(b)for a period exceeding 2 years but not exceeding 3 years
$540.
”.
Deletion and substitution of rule 7
3.  Rule 7 of the Feeding Stuffs (Licensing, Analysis and Fees) Rules is deleted and the following rule substituted therefor:
Fees for analysis
7.—(1)  In accordance with section 7 of the Act, the purchaser of any animal feed may cause a feed sample or samples to be taken and analysed by the veterinary authority.
(2)  The licence-holder may also request to have a feed sample or samples taken for analysis under rule 6(2).
(3)  The fees payable for the sampling of feed for analysis under paragraph (1) or (2) shall be as follows:
 
(a)Professional service fee
(i)$50 per hour or part thereof
 
 
(ii)$100 per hour or part thereof (outside office hours or on an urgent basis).
 
(b)Technical service fee
(i)$30 per hour or part thereof
 
 
(ii)$60 per hour or part thereof (outside office hours or on an urgent basis).
(4)  In addition to the sampling fee, the fee payable for laboratory analysis, whether at the request of the purchaser or of the licence-holder, of any animal feed for the presence of the following items shall be as follows:
 
(a)General chemical, physical and nutrients test
$30 per test
 
(b)Moisture or ash
$18 per test
 
(c)Salt or silica
$20 per test
 
(d)pH
$10 per test
 
(e)Mercury
$35 per test
 
(f)Chemical test for freshness indicators or colouring matter or preservatives or Vitamin C by HPLC method
$50 per test
 
(g)Heavy metals
$45 per test
 
(h)Aflatoxin
$80 per analysis
 
(i)Amino acids:
 
 
 for one amino acid
$140 per analysis
 
 for 2 to 17 amino acids
$270 per analysis
 
(j)Vitamin A
$90 per analysis
 
(k)Cholesterol
$95 per analysis
 
(l)Anti-microbial drugs (animal feed)
$50 per analysis
 
(m)Fatty acids
$200 per analysis”.
