Education Endowment Scheme Act
(Chapter 87A)
Education Endowment Scheme (Edusave Scholarships) (Amendment) Regulations 2006
In exercise of the powers conferred by section 24(a) of the Education Endowment Scheme Act, the Minister for Education hereby makes the following Regulations:
Citation and commencement
1.  These Regulations may be cited as the Education Endowment Scheme (Edusave Scholarships) (Amendment) Regulations 2006 and shall be deemed to have come into operation on 1st January 2005.
Amendment of regulation 2
2.  Regulation 2 of the Education Endowment Scheme (Edusave Scholarships) Regulations (Rg 2) (referred to in these Regulations as the principal Regulations) is amended by inserting, immediately after the definition of “pupil”, the following definition:
“ “qualifying integrated programme school” means —
(a)an independent integrated programme school; or
(b)a non-independent integrated programme school that collects any special additional miscellaneous fees;”.
Deletion and substitution of regulation 5
3.  Regulation 5 of the principal Regulations is deleted and the following regulation substituted therefor:
Pupils eligible to apply for scholarship
5.  The Edusave Entrance Scholarship for Independent Schools shall be open each year to every pupil —
(a)who —
(i)is a citizen of Singapore;
(ii)has sat for the Primary School Leaving Examination in that year and obtained outstanding results therein; and
(iii)is seeking to be enrolled at the secondary one level in an independent school or an independent junior college in the following year for his secondary education or secondary and pre-university education under an integrated programme; or
(b)who —
(i)becomes a citizen of Singapore in that year;
(ii)has sat for the Primary School Leaving Examination in any previous year and obtained outstanding results therein; and
(iii)is enrolled in a secondary level in an independent school or an independent junior college in that year for his secondary education or secondary and pre-university education under an integrated programme.”.
Amendment of regulation 6
4.  Regulation 6 (1) of the principal Regulations is amended by deleting the words “regulation 5 (a) and (b)” and substituting the words “regulation 5 (a) (i) and (ii)”.
Amendment of regulation 7
5.  Regulation 7 (1) of the principal Regulations is amended —
(a)by deleting sub-paragraph (a) and substituting the following sub-paragraph:
(a)who meets the requirements of regulation 5(a) or (b) and has applied for the scholarship; and”; and
(b)by deleting the words “preceding year” in sub-paragraph (b)(i) and substituting the words “year in which he sat for that examination”.
Amendment of regulation 14D
6.  Regulation 14D of the principal Regulations is amended by deleting paragraph (1) and substituting the following paragraph:
(1)  The Edusave Scholarship for Integrated Programme Schools shall be open each year to every pupil —
(a)who —
(i)is a citizen of Singapore;
(ii)satisfies any of the following criteria:
(A)he has obtained outstanding results in the Primary School Leaving Examination in that year and is seeking to be enrolled in the integrated programme at the secondary one level in the following year;
(B)he has obtained outstanding results in the GCE “O” Level Examination in that year and is seeking to be enrolled in the integrated programme at the pre-university one level in the following year;
(C)he will be enrolled in the integrated programme at any other formal insertion point in the following year or is already enrolled in the integrated programme; and
(iii)is not an Edusave (Independent Schools) Scholar; or
(b)who —
(i)becomes a citizen of Singapore in that year;
(ii)satisfies any of the following criteria:
(A)he has obtained outstanding results in the Primary School Leaving Examination in any previous year and is enrolled in a secondary level in a qualifying integrated programme school;
(B)he has obtained outstanding results in the GCE “O” Level Examination in any previous year and is enrolled in pre-university level in a qualifying integrated programme school;
(C)he is enrolled in the integrated programme in a qualifying integrated programme school; and
(iii)is not an Edusave (Independent Schools) Scholar.”.
Amendment of regulation 14E
7.  Regulation 14E of the principal Regulations is amended —
(a)by deleting the words “regulation 14D (1)(a), (b)(i) or (ii) and (c)” in paragraph (1) and substituting the words “regulation 14D (1)(a)(i), (ii) (A) or (B) and (iii)”; and
(b)by deleting the words “regulation 14D (1)(a), (b)(iii) and (c)” in paragraph (3) and substituting the words “regulation 14D (1)(a)(i), (ii) (C) and (iii)”.
Amendment of regulation 14F
8.  Regulation 14F of the principal Regulations is amended —
(a)by deleting paragraph (1) and substituting the following paragraphs:
(1)  The Edusave Scholarship for Integrated Programme Schools (including the provisional scholarship) shall be awarded each year to —
(a)every pupil referred to in regulation 14D (1)(a) who meets the requirements under paragraph (1A); and
(b)every pupil referred to in regulation 14D (1)(b) who meets the requirements under paragraph (1B).
(1A)  The requirements to be met by a pupil referred to in regulation 14D (1)(a) are that —
(a)he has applied for the scholarship;
(b)he satisfies any of the following criteria at the relevant formal insertion point:
(i)he was enrolled in the Gifted Education Programme in the preceding year and, if the Gifted Education Programme is offered at the formal insertion point at which he is enrolled in the integrated programme in the year the scholarship is awarded, he qualifies for enrolment in the Gifted Education Programme at that formal insertion point as well;
(ii)his aggregate score in the Primary School Leaving Examination in the preceding year is equivalent to that of any of the pupils who stands among the one-third of all pupils enrolled in independent schools who have obtained the highest aggregate scores in the Primary School Leaving Examination in that year;
(iii)he has sat for and passed the Integrated Programme Scholarship Test;
(iv)his aggregate score for the relevant subjects in the GCE “O” Level Examination in the preceding year places him among the 5% of all pupils who have obtained the best aggregate scores for the relevant subjects in the GCE “O” Level Examination in that year;
(v)in the case of a pupil who is to be awarded a provisional scholarship, his aggregate score for the relevant subjects in a preliminary examination in the preceding year places him among the 5% of all pupils provisionally enrolled in integrated programme schools who have obtained the best aggregate scores for the relevant subjects in preliminary examinations in that year; and
(c)he is enrolled in a qualifying integrated programme school.
(1B)  The requirements to be met by a pupil referred to in regulation 14D (1)(b) are that —
(a)he has applied for the scholarship; and
(b)he —
(i)satisfies any of the following criteria at the relevant formal insertion point:
(A)he was enrolled in the Gifted Education Programme in the preceding year and, if the Gifted Education Programme is offered at the formal insertion point at which he is enrolled in the integrated programme in the year the scholarship is awarded, he qualifies for enrolment in the Gifted Education Programme at that formal insertion point as well;
(B)his aggregate score in the Primary School Leaving Examination in the year in which he sat for that examination is equivalent to that of any of the pupils who stands among the one-third of all pupils enrolled in independent schools who have obtained the highest aggregate scores in the Primary School Leaving Examination in that year;
(C)his aggregate score for the relevant subjects in the GCE “O” Level Examination in the year in which he sat for that examination places him among the 5% of all pupils who have obtained the best aggregate scores for the relevant subjects in the GCE “O” Level Examination in that year; or
(ii)has sat for and passed the Integrated Programme Scholarship Test.”;
(b)by deleting the words “paragraph (1)(b)(ii) or (iv)” in the last line of paragraph (2) and substituting the words “paragraph (1A)(b)(ii) or (iv)”; and
(c)by deleting the words “paragraph (1)(b)(iii)” in paragraph (4) and substituting the words “paragraphs (1A)(b)(iii) and (1B)(b)(ii)”.
