Emissions Labelling) (Amendment)
Regulations 2023

In exercise of the powers conferred by section 62 of the Energy Conservation Act 2012, the Minister for Transport makes the following Regulations:

Citation and commencement

1.—(1) These Regulations are the Energy Conservation (Fuel Economy and Vehicular Emissions Labelling) (Amendment) Regulations 2023 and, except for regulation 4, come into operation on 1 April 2023.

(2) Regulation 4 is deemed to have come into operation on 31 December 2021.

Amendment of regulation 2

2. In the Energy Conservation (Fuel Economy and Vehicular Emissions Labelling) Regulations 2012 (G.N. No. S 307/2012) (called in these Regulations the principal Regulations), in regulation 2(1) —

(a)

delete the definition of “Commission Regulation (EU) No. 2017/1152”;

(b)

in the definition of “UNECE Regulation No. 101”, replace “http://www.unece.org” with “https://www.unece.org”;

(c)

after the definition of “UNECE Regulation No. 101”, insert —

“ “UNECE Regulation No. 154” means Regulation No. 154 published on 4 February 2021 by the United Nations Economic Commission for Europe, available on the official website of the United Nations Economic Commission for Europe at https://www.unece.org;”; and

(d)

in the definition of “zero‑tailpipe emission light commercial vehicle”, in paragraph (a), replace “150 g/km” with “123 g/km”.

Amendment of regulation 3

3. In the principal Regulations, in regulation 3 —

(a)

in paragraph (2)(b)(i), replace sub‑paragraph (A) with —

“(A)	the fuel consumption and carbon dioxide emissions data of the model of light commercial vehicle measured in accordance with the provisions of Commission Regulation (EU) No. 2017/1151, UNECE Regulation No. 154 or WLTP Japan; and”; and

(b)

in paragraph (4)(b), replace “0.9 mg/km” with “0.85 mg/km”.

Miscellaneous amendments

4. In the principal Regulations —

(a)	in regulation 2(1), in the definition of “foreign authority”, replace “Part IV” with “Part 4”;
(b)	in regulation 2(1), in the definition of “light commercial vehicle”, replace “(Cap. 276, R 5)” with “(R 5)”; and
(c)	in the Schedule, in item 1, replace “(Cap. 276, R 5)” with “(R 5)”. [G.N. Nos. S 775/2017; S 423/2018; S 878/2018; S 649/2020; S 212/2021]
