(Fund-raising Appeals for
Local and Foreign Charitable Purposes)
(Amendment) Regulations 2023
In exercise of the powers conferred by sections 38 and 57 of the Charities Act 1994, the Minister for Culture, Community and Youth makes the following Regulations:
Citation and commencement
1.  These Regulations are the Charities (Fund-raising Appeals for Local and Foreign Charitable Purposes) (Amendment) Regulations 2023 and are deemed to have come into operation on 31 December 2021.
Miscellaneous amendments
2.  In the Charities (Fund-raising Appeals for Local and Foreign Charitable Purposes) Regulations 2012 (G.N. No. S 530/2012) —
(a)in the following provisions, replace “section 39(1)” with “section 35(1)”:
Regulation 2(1) (definitions of “collector”, “commercial fund‑raiser” and “commercial participator” and “fund‑raising appeal”)
Regulation 4(1)(b)
Regulation 12(1) (definitions of “charitable appeal”, “charitable contributions”, “charitable institution” and “commercial participator”, “fund‑raising business” and “promotional venture” and “represent” and “solicit”);
(b)in regulation 2(1), in the definition of “institution of a public character”, replace “section 40A” with “section 40”;
(c)in regulation 2(2)(a) and (b), replace “section 40B” with “section 41”;
(d)in regulation 12(1), in the definition of “credit card”, replace “(Cap. 19)” with “1970”;
(e)in regulation 12(1), in the definition of “radio or television programme”, replace “(Cap. 28)” with “1994”;
(f)in regulation 21(1), replace “section 39A(3)” with “section 36(3)”;
(g)in regulation 22(3)(e), replace “(Cap. 311)” with “1966”;
(h)in regulation 22(4)(d), replace “section 41A” with “section 44”; and
(i)in regulation 26(5A), replace “section 16(2)” with “section 14(2)”.
