Passports (Amendment) Regulations 2002
In exercise of the powers conferred by section 3(1) of the Passports Act, the Minister for Home Affairs hereby makes the following Regulations:
Citation and commencement
1.  These Regulations may be cited as the Passports (Amendment) Regulations 2002 and shall come into operation 29th April 2002.
Amendment of regulation 2
2.  Regulation 2 of the Passports Regulations (Rg 1) is amended by inserting, immediately after the definition of “overseas representative”, the following definition:
“" "photograph" includes an image in the likeness of a photograph reproduced from data acquired by electronic, photographic or similar means and stored by means of a computer or other like instrument;"”.
Amendment of regulation 4
3.  Regulation 4 of the Passports Regulations is amended by inserting, immediately after paragraph (1), the following paragraph:
(1A)  An application for a Singapore passport or for the renewal of a Singapore passport shall be made to an authorised officer in such manner as the Controller may approve, which may include the use of such electronic application service on what is commonly known as the Internet as the Controller may provide for this purpose.”.
Amendment of regulation 5
4.  Regulation 5 of the Passports Regulations is amended by inserting, immediately after paragraph (1), the following paragraph:
(1A)  If, in the opinion of an authorised officer, the photograph of an applicant accompanying his application for a Singapore passport —
(a)is distorted or unclear;
(b)is not in compliance with regulation 4 (4); or
(c)has been tampered with,
the authorised officer may refuse to issue a Singapore passport to the applicant.”.
Amendment of regulation 31
5.  Regulation 31 of the Passports Regulations is amended by inserting, immediately after paragraph (2), the following paragraph:
(3)  No fee paid under these Regulations shall be refunded unless otherwise provided under these Regulations or authorised by the Controller.”.
Amendment of First Schedule
6.  The First Schedule to the Passports Regulations is amended by inserting, immediately after sub-paragraph (i) of paragraph 1(a), the following sub-paragraph:
(ia) where the application is made (whether in Singapore or elsewhere) using an electronic application service
