Immigration (Amendment No. 2) Regulations 2003
In exercise of the powers conferred by section 55(1) of the Immigration Act, the Minister for Home Affairs hereby makes the following Regulations:
Citation and commencement
1.  These Regulations may be cited as the Immigration (Amendment No. 2) Regulations 2003 and shall come into operation on 14th April 2003.
Amendment of regulation 8
2.  Regulation 8 of the Immigration Regulations (Rg 1) is amended —
(a)by inserting, immediately after paragraph (2), the following paragraph:
(2A)  Where any person was, 10 days before entering Singapore, in any country affected by any disease listed in the First or Second Schedule to the Infectious Diseases Act (Cap. 137), the Controller may, if he considers it necessary, as a condition for the grant of any pass to the person under these Regulations, require the person to undergo quarantine and medical surveillance in such manner and place and in accordance with such other requirements as the Controller may determine.”; and
(b)by inserting, immediately after paragraph (3), the following paragraph:
(4)  Every pass issued to any person under these Regulations (whether issued before, on or after 14th April 2003) shall be subject to the condition that during the validity of the pass the holder shall, if so required by the Controller, undergo quarantine and medical surveillance in such manner and place and in accordance with such other requirements as the Controller may determine if the holder was, 10 days before his entering Singapore under that pass, in any country affected by any disease listed in the First or Second Schedule to the Infectious Diseases Act .”.
Amendment of regulation 9
3.  Regulation 9 of the Immigration Regulations is amended —
(a)by inserting, immediately after paragraph (3), the following paragraph:
(3A)  The sponsor of an employment pass holder required to undergo quarantine and medical surveillance under regulation 8 (4) shall be responsible for ensuring that the employment pass holder undergoes the quarantine and medical surveillance in the manner and place and in accordance with all other requirements determined by the Controller.”;
(b)by deleting the word “and” at the end of paragraph (4)(e)(i); and
(c)by inserting, immediately after sub-paragraph (ii) of paragraph (4)(e), the following sub-paragraph:
(iii)be responsible for the compliance by the applicant of any quarantine and medical surveillance imposed on the applicant under regulation 8 (2A); and”.
Amendment of regulation 11
4.  Regulation 11 of the Immigration Regulations is amended —
(a)by deleting the word “and” at the end of paragraph (4)(b); and
(b)by deleting the full-stop at the end of sub-paragraph (c) of paragraph (4) and substituting the word “; and”, and by inserting immediately thereafter the following sub-paragraph:
(d)supported by an undertaking made by the spouse or parent of the applicant to be responsible for ensuring the compliance by the applicant of any quarantine and medical surveillance imposed on the applicant under regulation 8 (2A).”.
Amendment of regulation 17
5.  Regulation 17 of the Immigration Regulations is amended by inserting, immediately after the words “specified in the pass”, the words “or in these Regulations”.
Amendment of regulation 18
6.  The Immigration Regulations are amended by renumbering regulation 18 as paragraph (1) of that regulation, and by inserting immediately thereafter the following paragraph:
(2)  Where a pass issued under these Regulations to any person not being a prohibited immigrant has been cancelled, the Controller may also cancel any pass that has been issued under these Regulations to the members of the family and dependants of that person.”.
