Central Provident Fund Act
(Chapter 36)
Central Provident Fund (Medishield Scheme) (Amendment) Regulations 2003
In exercise of the powers conferred by section 57 of the Central Provident Fund Act, the Minister for Manpower hereby makes the following Regulations:
Citation and commencement
1.  These Regulations may be cited as the Central Provident Fund (MediShield Scheme) (Amendment) Regulations 2003 and shall be deemed to have come into operation on 1st March 2003.
Amendment of regulation 2
2.  Regulation 2(1) of the Central Provident Fund (MediShield Scheme) Regulations (Rg 20) (referred to in these Regulations as the principal Regulations) is amended by deleting the definition of “premium” and substituting the following definition:
“ “premium” means the premium payable by an insured person or by a member whose dependant is an insured person in each policy year under the Scheme;”.
Amendment of regulation 6
3.  Regulation 6 of the principal Regulations is amended by deleting paragraph (1) and substituting the following paragraph:
(1)  Subject to these Regulations —
(a)every member of the Fund who has not attained the age of 75 years at the time he becomes a member and —
(i)who has moneys standing to his credit in the Fund in his medisave account on 1st April 1990;
(ii)for whom any contribution has been paid into the Fund in his medisave account on or after 1st April 1990 but before 1st March 2003; or
(iii)who has attained the age of 16 years on or after 1st March 2003 and for whom any contribution has been paid into the Fund in his medisave account on or after 1st March 2003; and
(b)any person —
(i)who is not a member and is not insured under the Scheme as at 1st March 2003; and
(ii)who is married to a member and whose marriage is registered on or after 1st February 2003 at the Singapore Registry of Marriages or at the Singapore Registry of Muslim Marriages,
shall be insured under the Scheme in accordance with this Division.”.
Amendment of regulation 8
4.  Regulation 8 of the principal Regulations is amended —
(a)by inserting, immediately after the words “in respect of himself or his dependant” in paragraph (2), the words “other than his spouse covered under the Scheme under regulation 6 (1)(b)”;
(b)by inserting, immediately after paragraph (2), the following paragraphs:
(3)  Where a member’s spouse is to be covered under the Scheme under regulation 6 (1)(b) or where such cover is to be renewed, the premium to be paid in respect of the spouse, after discounting any Government premium rebate which the spouse may be entitled to receive, shall be deducted from the member’s medisave account.
(4)  Notwithstanding paragraph (3), where the amount standing in a member’s medisave account is insufficient to pay the premium in respect of his spouse covered under the Scheme under regulation 6 (1)(b), the spouse shall not be covered under the Scheme in this Division unless the Board, on the application by the member or by the spouse, permits the deficiency to be paid in such manner as the Board thinks fit.”.
Amendment of regulation 9
5.  Regulation 9 (2) of the principal Regulations is amended by deleting the words “regulation 6 (1) (b) or (4)” and substituting the words “regulation 6 (1) (a) (ii) or (iii), (1) (b) or (4)”.
Amendment of First Schedule
6.  Item (1) of the First Schedule to the principal Regulations is amended by deleting paragraph (g) and substituting the following paragraph:
(g)any illness, disability, injury or other condition arising from or due to Human Immunodeficiency Virus (HIV) or Acquired Immune Deficiency Syndrome (AIDS).”.
