Road Traffic Act

Road Traffic (Amendment) Rules 2002
In exercise of the powers conferred by section 140 of the Road Traffic Act, the Minister for Home Affairs hereby makes the following Rules:
Citation and commencement
1.  These Rules may be cited as the Road Traffic (Amendment) Rules 2002 and shall come into operation on 10th May 2002.
Amendment of rule 10
2.  Rule 10(1) of the Road Traffic Rules (R 20) (referred to in these Rules as the principal Rules) is amended by deleting the words “as close to the left-hand side of the roadway and as close to the edge as possible” in the 2nd and 3rd lines and substituting the words “close to the edge of the left-hand side of the roadway and facing the direction in which the traffic may lawfully move”.
Deletion and substitution of rules 15 and 16
3.  Rules 15 and 16 of the principal Rules are deleted and the following rules substituted therefor:
Load not to exceed certain dimensions
15.  Subject to rule 16, no part of a load or any covering placed over a load on a vehicle while the vehicle is used on a road shall project laterally beyond the body or wheels of the vehicle or any authorised fitting permanently attached to the vehicle unless —
(a)the rear overhang of the load is less than 40% of the length of the vehicle or 1.8 metres, whichever is the lesser; and
(b)the overall width of the vehicle or of the vehicle together with the width of any lateral projection of its load is 2.6 metres or less.
Deputy Commissioner of Police may permit load exceeding requirements specified in rule 15
16.—(1)  The Deputy Commissioner of Police may allow a load or any covering placed over a load on any vehicle used on a road by the Civil Aviation Authority of Singapore to exceed the requirements specified in rule 15 for the purpose of —
(a)preserving life and property in case of fire;
(b)aiding or rescuing persons in danger; or
(c)conducting any simulation exercise.
(2)  The Deputy Commissioner of Police may allow —
(a)any vehicle the overall width of which exceeds 2.6 metres to be used on a road; or
(b)any load or covering placed over a load on any vehicle to be used on a road to exceed the requirements specified in rule 15,
subject to such conditions as he may impose, including conditions relating to —
(i)the lateral projection of any load carried by the vehicle;
(ii)the overall height of the vehicle;
(iii)the need for police or other escort to be provided for the transport of the load;
(iv)the hours and route of travel of the vehicle; and
(v)any other safety measures to be taken.
(3)  Any person who fails to comply with any condition imposed by the Deputy Commissioner of Police under paragraph (2) shall be guilty of an offence.”.
Amendment of rule 22
4.  Rule 22 of the principal Rules is amended by deleting paragraph (g) and substituting the following paragraph:
(g)within 9 metres of a bus stop —
(i)from the edge of the yellow demarcated box; or
(ii)from the tip of a bus bay,
except when the vehicle breaks down owing to a defect in the vehicle or its tyres; and”.
