Active Mobility
(Public Utilities Board —
Exemption) (Amendment) Order 2023
In exercise of the powers conferred by section 66 of the Active Mobility Act 2017, the Minister for Transport makes the following Order:
Citation and commencement
1.  This Order is the Active Mobility (Public Utilities Board — Exemption) (Amendment) Order 2023 and comes into operation on 16 January 2023.
Amendment of paragraph 1
2.  In paragraph 1(2) of the Active Mobility (Public Utilities Board — Exemption) Order 2021 (G.N. No. S 26/2021) (called in this Order the principal Order), replace “2 years” with “4 years”.
Amendment of paragraph 2
3.  In paragraph 2 of the principal Order —
(a)after the definition of “emergency”, insert —
“ “hours of darkness” means the time starting 7 p.m. and ending 7 a.m. the following day, both times inclusive;
“lorry crane” means a lorry incorporating an articulator arm mounted on the lorry which is used for loading, unloading and lifting of materials or goods;”;
(b)replace the definition of “specified footpath” with —
“ “specified footpath” means any footpath —
(a)within the shaded areas in Maps 1, 3, 4 and 5 set out in Part 1 of the Schedule; or
(b)delineated by the black‑coloured line in Map 2 set out in Part 1 of the Schedule;”; and
(c)in the definition of “specified motor vehicle”, after paragraph (g), insert —
(h)a boom lift;
(i)a forklift;
(j)a scissor lift;”.
Amendment of paragraph 3
4.  In paragraph 3 of the principal Order —
(a)after sub‑paragraph (b), insert —
(ba)during hours of darkness, the individual keeps the specified motor vehicle lit in a manner that is visible to other users of the specified footpath or specified shared path;”;
(b)after sub‑paragraph (c), insert —
(ca)where the specified motor vehicle is a lorry crane, the individual has attended and passed the Singapore Workforce Skills Qualifications (WSQ) — Operate Lorry Crane Course;”; and
(c)replace sub‑paragraph (d) with —
(d)there is in force, at any time the specified motor vehicle is driven in connection with a specified purpose, a policy of insurance in relation to the specified motor vehicle insuring against any liability in respect of —
(i)the death of or bodily injury sustained by any person (other than the driver or any passenger of the specified motor vehicle); and
(ii)any property damage suffered by any person (other than the driver or any passenger of the specified motor vehicle),
caused by or arising out of the use of the specified motor vehicle;”.
Amendment of Schedule
5.  In the Schedule to the principal Order —
(a)in Part 1, replace Map 1 with —
MAP 1
”;
(b)in Part 1, replace Map 5 with —
MAP 5
”;
(c)in Part 2, replace item 1 with —
1.Punggol Park Connector (approximately 6.10 kilometres in length) starting at Ang Mo Kio Avenue 5/Yio Chu Kang Road, running along Sungei Punggol and north‑east coast and ending at Punggol Point Park (Old Punggol Road).”; and
(d)in Part 2, after item 4, insert —
5.Park Connector in Bishan‑Ang Mo Kio Park (approximately 3.50 kilometres in length) starting from Bishan Road, running along Ang Mo Kio Avenue 1 and ending at Upper Thomson Road.”.
