Environmental Public Health Act
(Chapter 95)
Environmental Public Health (Public Cleansing) (Amendment) Regulations 2000
In exercise of the powers conferred by section 113 of the Environmental Public Health Act, the Minister for the Environment hereby makes the following Regulations:
Citation and commencement
1.  These Regulations may be cited as the Environmental Public Health (Public Cleansing) (Amendment) Regulations 2000 and shall come into operation on 1st May 2000.
Deletion and substitution of First and Second Schedules
2.  The First and Second Schedules to the Environmental Public Health (Public Cleansing) Regulations (Rg 3, 2000 Ed.) are deleted and the following Schedules substituted therefor:
FIRST SCHEDULE
Regulation 24(1) and (2)
Part I
Refuse Disposal
1.For any refuse, matter or thing conveyed to Ulu Pandan Refuse Incineration Plant or Senoko Incineration Plant, by any person at his expense for burning thereat, which refuse, matter or thing the Commissioner, in his discretion, accepts for the said purpose —
(a) cumulative load below half a tonne per vehicle per day
Nil.
(b) cumulative load of half a tonne and above per vehicle per day
(i)  Disposal Base Gate Fee
 
$35.50 for the first half a tonne and $3.55 for every additional 0.05 tonne or part thereof;
 
(ii)   Peak Period Surcharge
 
In addition to the fee payable under sub-paragraph (i):
 
(A) Senoko Incineration Plant
Nil.
 
(B) Ulu Pandan Refuse Incineration Plant
$3 for the first half a tonne and $0.30 for every additional 0.05 tonne or part thereof between 7.30 a.m. and 2 p.m.
2.For any refuse, matter or thing conveyed to the Tuas Incineration Plant, Tuas South Incineration Plant or Tuas Marine Transfer Station by any person at his expense for disposal, burning or deposition thereat, which refuse, matter or thing the Commissioner, in his discretion, accepts for the said purpose —
(a) cumulative load below half a tonne per vehicle per day
Nil.
(b) cumulative load of half a tonne and above per vehicle per day
(i)  Disposal Base Gate Fee
 
$33.50 for the first half a tonne and $3.35 for every additional 0.05 tonne or part thereof;
 
(ii)  Peak Period Surcharge
 
Nil.
3.  For a Certificate of Disposal
$10.
Part II
Kim Chuan Transfer Station
For any refuse, matter or thing conveyed to Kim Chuan Transfer Station by any person at his expense for haulage by the Commissioner to a refuse incineration plant for burning thereat —
(a) haulage fee
 
(i) cumulative load below half a tonne per vehicle per day
Nil.
(ii) cumulative load of half a tonne and above per vehicle per day
$4.50 for the first half a tonne and $0.45 for every additional 0.05 tonne or part thereof.
(b) disposal fee
 
(i) cumulative load below half a tonne per vehicle per day
Nil.
(ii) cumulative load of half a tonne and above per vehicle per day
(A) Disposal Base Gate Fee
 
$33.50 for the first half a tonne and $3.35 for every additional 0.05 tonne or part thereof;
 
(B) Peak Period Surcharge
 
Nil.
SECOND SCHEDULE
Regulation 28(1)
Fees for the Collection and Removal of Refuse
1.Fees for the collection and removal of refuse from premises which are located in the area specified in the Third Schedule and which have been designated by the Commissioner under section 8 (2) (b) of the Act as premises whose occupiers shall use the service provided by the public waste collector licensee, Altvater Jakob Pte. Ltd.:
 
 
Per month
(1) Domestic premises provided with —
 
(a) direct refuse collection
$23.93 per premises
(b) indirect refuse collection
$8.63 per premises
(2) Non-domestic premises where daily quantity of refuse collected and removed —
 
(a) does not exceed 170 litres
$42.66 per premises
(b) exceeds 170 litres but does not exceed 350 litres
$108.68 per premises
(c) exceeds 350 litres but does not exceed 700 litres
$277.60 per premises
(d) exceeds 700 litres but does not exceed 1,000 litres
$426.34 per premises
(e) exceeds 1,000 litres for every 1,000 litres or part thereof
$447.35 per premises
(3) Hawker stalls, including stalls in public markets and Statutory Board markets, and those operated on temporary permits
$31.58 per stall
2.Fees for the collection and removal of refuse from premises which are not located in the area specified in the Third or Fourth Schedule and whose occupiers use the service provided by the public waste collector licensee, SEMAC Pte. Ltd.:
 
 
Per month
(1) Domestic premises provided with —
 
(a) direct refuse collection
$23.45 per premises
(b) indirect refuse collection
$8.70 per premises
(2) Non-domestic premises where daily quantity of refuse collected and removed —
 
(a) does not exceed 170 litres
$41.06 per premises
(b) exceeds 170 litres but does not exceed 350 litres
$104.17 per premises
(c) exceeds 350 litres but does not exceed 700 litres
$258.57 per premises
(d) exceeds 700 litres but does not exceed 1,000 litres
$379.10 per premises
(e) exceeds 1,000 litres for every 1,000 litres or part thereof
$388.01 per premises
(3) Hawker stalls, including stalls in public markets and Statutory Board markets, and those operated on temporary permits
$31.58 per stall
3.Fees for the collection and removal of refuse from premises which are located in the area specified in the Fourth Schedule and which have been designated by the Commissioner under section 8 (2) (b) of the Act as premises whose occupiers shall use the services of the public waste collector licensee, Colex Holdings Ltd.:
 
 
Per month
(1) Domestic premises provided with —
 
(a) direct refuse collection
$22.95 per premises
(b) indirect refuse collection
$6.23 per premises
(2) Non-domestic premises where daily quantity of refuse collected and removed —
 
(a) does not exceed 170 litres
$40.23 per premises
(b) exceeds 170 litres but does not exceed 350 litres
$101.53 per premises
(c) exceeds 350 litres but does not exceed 700 litres
$253.30 per premises
(d) exceeds 700 litres but does not exceed 1,000 litres
$370.62 per premises
(e) exceeds 1,000 litres for every 1,000 litres or part thereof
$378.14 per premises
(3) Hawker stalls, including stalls in public markets and Statutory Board markets, and those operated on temporary permits
$41.80 per stall.”.
