Constitution of the Republic of Singapore
Public Service (Special and Senior Personnel Boards) (Amendment No. 2) Order 2002
In exercise of the powers conferred by Article 110D(1) and (2) of the Constitution of the Republic of Singapore, the President, on the advice of the Prime Minister, hereby makes the following Order:
Citation and commencement
1.—(1)  This Order may be cited as the Public Service (Special and Senior Personnel Boards) (Amendment No. 2) Order 2002 and shall, with the exception of paragraph 4(a) and (c), be deemed to have come into operation on 15th February 2002.
(2)  Paragraph 4(a) and (c) shall be deemed to have come into operation on 23rd November 2001.
Amendment of paragraph 2
2.  Paragraph 2(1) of the Public Service (Special and Senior Personnel Boards) Order (O 2) (referred to in this Order as the principal Order) is amended —
(a)by deleting paragraphs (d) and (m) of the definition of “General Services”;
(b)by deleting paragraphs (t) and (u) of the definition of “General Services” and substituting the following paragraphs:
(t)the Statistician Service; and
(u)the Economist Service;”;
(c)by deleting paragraph (d) of the definition of “public officer” and substituting the following paragraph:
(d)the Clerk of Parliament;”; and
(d)by inserting, immediately after the definition of “Service”, the following definition:
“ “Staff of Parliament” means any officer in any of the following services and holding a post in Parliament:
(a)the Parliamentary Service;
(b)the Sergeant at Arms Service; or
(c)the Simultaneous Interpreter Service;”.
Amendment of paragraph 5
3.  Paragraph 5 of the principal Order is amended —
(a)by inserting, immediately after the words “Administrative (Foreign Service Branch) Service” in sub-paragraph (1)(d), the words “and any Staff of Parliament”; and
(b)by inserting, immediately after the words “in that class” in the 1st line of sub-paragraph (2)(d), the words “(but excluding any Staff of Parliament)”.
Amendment of Schedule
4.  The Schedule to the principal Order is amended —
(a)by deleting the words “Ministry of Communications and Information Technology” in paragraph (b) in the second column of item 2 and substituting the words “Ministry of Transport”;
(b)by deleting paragraph (c) in the second column of item 2 and substituting the following paragraphs:
(c)Timescale officers in any of the following Services, wherever posted:
(i)the Accounting Service;
(ii)the Meteorological Service;
(iii)the Statistical (Senior) Service;
(iv)the Statistician Service; or
(v)the Economist Service.
(d)Timescale officers who are Staff of Parliament.”;
(c)by deleting the words “Ministry of Information and the Arts” in paragraph (a) in the second column of item 4 and substituting the words “Ministry of Information, Communications and the Arts”; and
(d)by deleting sub-paragraphs (i), (iii) and (vi) of paragraph (c) in the second column of item 7.
