(Amendment) Regulations 2022
In exercise of the powers conferred by sections 12(5) and 77(1) of the Environmental Protection and Management Act 1999, the National Environment Agency, with the approval of the Minister for Sustainability and the Environment, makes the following Regulations:
Citation and commencement
1.  These Regulations are the Environmental Protection and Management (Vehicular Emissions) (Amendment) Regulations 2022 and come into operation on 1 April 2022.
Amendment of regulation 5
2.  In regulation 5 of the Environmental Protection and Management (Vehicular Emissions) Regulations (Rg 6) (called in these Regulations the principal Regulations), replace “1st October 2010” with “1 April 2022”.

3.  The Fourth Schedule to the principal Regulations is replaced with —

NEW MOTOR VEHICLES
Motor vehicles of the following classes must not emit any noise exceeding the noise level specified in the second column when measured 0.5 metre from the open end of the exhaust pipe of the vehicle or must conform to the standards for exhaust noise emission specified in the third column:

ALL IN-USE MOTOR VEHICLES OTHER THAN LICENSED
MOTOR VEHICLES REGISTERED BEFORE 1 JULY 1999
1.  A motor vehicle of any of the following classes must not emit any noise exceeding the noise level specified against that class of motor vehicle when measured 0.5 metre from the open end of the exhaust pipe of the vehicle:

3.  In this Schedule —
“exhaust system” has the meaning given by rule 106 of the Road Traffic (Motor Vehicles, Construction and Use) Rules (R 9);
“reference value”, in relation to a motor vehicle, means the stationary noise level specified in the documents accepted by the Registrar of Vehicles for the purpose of the grant of batch type‑approval, type‑approval or modified type‑approval (as the case may be) under rule 3D of the Road Traffic (Motor Vehicles, Registration and Licensing) Rules in respect of that motor vehicle or model of motor vehicle, as the case may be.”.

5.  In the Seventh Schedule to the principal Regulations —

3.  In this Schedule —
“exhaust system” has the meaning given by rule 106 of the Road Traffic (Motor Vehicles, Construction and Use) Rules;
“light goods vehicle” means —
(a)a goods vehicle the maximum laden weight of which does not exceed 3 metric tons and which is registered in Singapore using a certificate of entitlement issued before 1 July 1999; or
(b)a goods vehicle the maximum laden weight of which does not exceed 3.5 metric tons and which is registered in Singapore using a certificate of entitlement issued on or after 1 July 1999,
but does not include any construction equipment, engineering plant, recovery vehicle, vehicle used as a mobile canteen or mobile bank and any vehicle used for a specific purpose such as a horse float;
“reference value”, in relation to a motor vehicle, means the stationary noise level specified in the documents accepted by the Registrar of Vehicles for the purpose of the grant of batch type‑approval, type‑approval or modified type‑approval (as the case may be) under rule 3D of the Road Traffic (Motor Vehicles, Registration and Licensing) Rules in respect of that motor vehicle or model of motor vehicle, as the case may be.”.
