Coroners (Minister’s Certificate)
Regulations 2023
In exercise of the powers conferred by section 49 of the Coroners Act 2010, the Minister for Law makes the following Regulations:
Citation and commencement
1.  These Regulations are the Coroners (Minister’s Certificate) Regulations 2023 and come into operation on 2 May 2023.
Request for Minister’s certificate
2.—(1)  For the purpose of section 17A(1)(b) of the Act, a foreign State’s request for a Minister’s certificate to be issued must —
(a)be made by a diplomatic agent of the foreign State or a consular officer of the foreign State;
(b)be sent —
(i)by hand to the office of the Ministry of Foreign Affairs, 1 Sherwood Road, Tanglin, Singapore 248163; or
(ii)by email to mfa_duty_officer@mfa.gov.sg; and
(c)include the information mentioned in paragraph (2).
(2)  The foreign State’s request must include —
(a)the deceased’s name, nationality and passport number or foreign identification number;
(b)the name, designation and contact details of the diplomatic agent or consular officer making the request;
(c)a statement of —
(i)which provision of section 17A(1)(a) of the Act the foreign State considers is applicable in respect of the deceased; and
(ii)the reasons for requesting the release of the deceased’s body; and
(d)any supporting document for the statement mentioned in sub‑paragraph (c).
