Maritime and Port Authority of Singapore (Harbour Craft Manning Licence Examination) (Amendment) Regulations 2002

In exercise of the powers conferred by section 41 of the Maritime and Port Authority of Singapore Act, the Maritime and Port Authority of Singapore, with the approval of the Minister for Transport, hereby makes the following Regulations:

Citation and commencement

1. These Regulations may be cited as the Maritime and Port Authority of Singapore (Harbour Craft Manning Licence Examination) (Amendment) Regulations 2002 and shall come into operation on 1st June 2002.

New regulation 12A

2. The Maritime and Port Authority of Singapore (Harbour Craft Manning Licence Examination) Regulations (Rg 4) are amended by inserting, immediately after regulation 12, the following regulation:

“Additional training and service requirements for personnel on certain types of harbour craft

12A.—(1) The Port Master may, in his discretion, require holders of manning licences to complete such additional training and service as the Port Master may specify.

(2) The Port Master may issue an endorsement to any person who has completed such additional training and service as required under paragraph (1), and may stipulate a period of validity for such endorsement.

(3) The Port Master may, in his discretion, refuse to issue an endorsement to any person who has completed such additional training and service as specified in paragraph (1) if, in his opinion, the person is not a fit and proper person to carry out his duties on a harbour craft.”.

Miscellaneous amendments

3. The Maritime and Port Authority of Singapore (Harbour Craft Manning Licence Examination) Regulations are amended —

(a)

by inserting, immediately after the word “licence” wherever it appears in the following provisions, the words “or endorsement”:

Regulations 20 (3rd line), 21(1) and 22(a), (b), (c), (d) and (e); and

(b)

by inserting, immediately after the words “licence granted” in the 1st first line of regulation 20, the words “or endorsement issued”.
