(Forms and Fees) (Amendment)
Regulations 2017
In exercise of the powers conferred by section 81 of the Presidential Elections Act, the Prime Minister makes the following Regulations:
Citation and commencement
1.  These Regulations are the Presidential Elections (Forms and Fees) (Amendment) Regulations 2017 and come into operation on 1 June 2017.
Amendment of regulation 2
2.  Regulation 2 of the Presidential Elections (Forms and Fees) Regulations (Rg 1) (called in these Regulations the principal Regulations) is amended by deleting paragraph (2) and substituting the following paragraph:
(2)  For the purposes of section 7 of the Act —
(a)if the election is not a reserved election, a notice of the issue of a writ of election must be in Form P2 in the Schedule; and
(b)if the election is a reserved election, a notice of the issue of a writ of election must be in Form P3 in the Schedule.”.
Deletion and substitution of regulation 3 and new regulation 3A
3.  Regulation 3 of the principal Regulations is deleted and the following regulations substituted therefor:
Nomination paper
3.  For the purposes of section 9(3) of the Act, the nomination paper must be in Form P4 in the Schedule.
Statutory declaration that intending candidate does not belong to any community
3A.  For the purposes of section 9(4)(d)(ii)(B) of the Act, the statutory declaration must be in Form P5 in the Schedule.”.
Deletion of regulation 6
4.  Regulation 6 of the principal Regulations is deleted.
Amendment of Schedule
5.  The Schedule to the principal Regulations is amended —
(a)by deleting Forms P2 and P3 and substituting the following Forms:

NOTICE OF ELECTION OF
PRESIDENT OF THE REPUBLIC OF SINGAPORE
        The Prime Minister having issued his writ for the election of the President of the Republic of Singapore, the Returning Officer will on                         20   , between 11 a.m. and 12 noon at                        , SINGAPORE                     , proceed to the nomination and, if there is no opposition, to the election of the President of the Republic of Singapore.
        Forms of nomination papers may be obtained at the office of the Returning Officer between the hours of           and           daily except on Saturday when the office closes at           (Sunday excepted).
        Every nomination paper must be signed by any 6 or more persons whose names appear in any current register of electors and be handed to the Returning Officer between 11 a.m. and 12 noon on nomination day.
        A nomination paper for the nomination of a person is invalid and may not be acted upon by the Returning Officer, unless the nomination paper contains or is accompanied by —
(a)the consent in writing of the person;
(b)a deposit of  *                in cash, or a bank draft or a certified cheque for that amount;
(c)a statutory declaration by the person for the purposes of section 9(3)(c) of the Presidential Elections Act;
(d)a political donation certificate issued to the person by the Registrar of Political Donations under section 18(4) of the Political Donations Act (Cap. 236);
(e)a certificate of eligibility issued to the person by the Presidential Elections Committee;
(f)if the person applied for a community certificate, either —
(i)a community certificate issued to him; or
(ii)the written decision of the Community Committee rejecting the application; and
(g)if the person submitted a community declaration but did not apply for a community certificate —
(i)the Community Committee’s written notification that the community declaration is accepted; and
(ii)a statutory declaration that he does not consider himself to be a member of the Chinese community, the Malay community or the Indian or other minority communities.
        The office of the Returning Officer is situated at the Elections Department, 11 Prinsep Link, Singapore 187949.

NOTICE OF ELECTION OF
PRESIDENT OF THE REPUBLIC OF SINGAPORE
        The Prime Minister having issued his writ for the election of the President of the Republic of Singapore, the Returning Officer will on                         20   , between 11 a.m. and 12 noon at                        , SINGAPORE                     , proceed to the nomination and, if there is no opposition, to the election of the President of the Republic of Singapore.
        By virtue of Article 19B(1) of the Constitution, read with [the applicable provisions in section 5A or 5B] of and the Schedule to the Presidential Elections Act, the election under the writ is reserved for *the Chinese community/the Malay community/the Indian and other minority communities.
        Forms of nomination papers may be obtained at the office of the Returning Officer between the hours of           and           daily except on Saturday when the office closes at           (Sunday excepted).
