(MetaSprint Series Duathlon ORIGIN 2021 Event —
Exemption) Order 2021
In exercise of the powers conferred by section 66 of the Active Mobility Act 2017, the Minister for Transport makes the following Order:
Citation and commencement
1.  This Order is the Active Mobility (MetaSprint Series Duathlon ORIGIN 2021 Event — Exemption) Order 2021 and comes into operation on 21 April 2021.
Definitions
2.  In this Order —
“specified activity” means the use of motor vehicles by Tribob.com Pte. Ltd. to transport any individual or thing in connection with the specified event on any footpath within the area bounded by the black-coloured line in the map set out in Part 1 of the Schedule on the following dates:
(a)21 April 2021;
(b)22 April 2021;
(c)23 April 2021;
(d)26 April 2021;
“specified event” means the MetaSprint Series Duathlon ORIGIN 2021 event on 24 April 2021 and 25 April 2021 taking place on the footpath delineated by the black‑coloured line in the map set out in Part 2 of the Schedule;
“Tribob.com Pte. Ltd.” means the company incorporated under the Companies Act (Cap. 50) as Tribob.com Pte. Ltd. (UEN 200312749K).
Exemption for driving motor vehicle
3.  Section 16(1)(b) of the Act does not apply to an individual who drives a motor vehicle (excluding an ambulance and a motorcycle) on any footpath within the area bounded by the black‑coloured line in the map set out in Part 1 of the Schedule for the specified activity, under the following conditions:
(a)the individual is authorised by Tribob.com Pte. Ltd. to drive the motor vehicle;
(b)the individual who drives the motor vehicle drives at a speed not exceeding 10km/h;
(c)the individual who drives the motor vehicle possesses a valid driving licence granted under the Road Traffic (Motor Vehicles, Driving Licences) Rules (Cap. 276, R 27) authorising the individual to drive that motor vehicle;
(d)there is in force, at any time the motor vehicle is used in connection with the specified activity, a policy of insurance in relation to the motor vehicle insuring against any liability in respect of the death of or bodily injury sustained by any person (other than the driver or any passenger of the motor vehicle), or property damage suffered by any person (other than the driver or any passenger of the motor vehicle), caused by or arising out of the use of the motor vehicle;
(e)the risk under the policy of insurance mentioned in sub‑paragraph (d) is assumed by an insurer who, at the time of the issuance of the policy, is lawfully carrying on an insurance business in Singapore.
Exemption for driving ambulance and riding motorcycle
4.  Section 16(1)(b) of the Act does not apply to an individual who drives an ambulance or rides a motorcycle on the footpath delineated by the black‑coloured line in the map set out in Part 2 of the Schedule during and for the purpose of the specified event, under the following conditions:
(a)the individual is authorised by Tribob.com Pte. Ltd. to drive the ambulance or ride the motorcycle;
(b)the individual who drives the ambulance or rides the motorcycle possesses a valid driving licence granted under the Road Traffic (Motor Vehicles, Driving Licences) Rules authorising the individual to drive that ambulance or ride that motorcycle;
(c)no more than 4 motorcycles are used at any time on the footpath;
(d)there is in force, at any time the ambulance or motorcycle is used in connection with the specified event, a policy of insurance in relation to the ambulance and motorcycle insuring against any liability in respect of the death of or bodily injury sustained by any person (other than the driver, rider or any passenger of the ambulance or motorcycle), or property damage suffered by any person (other than the driver, rider or any passenger of the ambulance or motorcycle), caused by or arising out of the use of the ambulance or motorcycle;
(e)the risk under the policy of insurance mentioned in sub‑paragraph (d) is assumed by an insurer who, at the time of the issuance of the policy, is lawfully carrying on an insurance business in Singapore.
Exemption for riding bicycle
5.  Section 21(1)(a) of the Act does not apply to an individual who rides a bicycle on the footpath delineated by the black‑coloured line in the map set out in Part 2 of the Schedule during and for the specified event, under the following conditions:
(a)the individual is a registered participant of the specified event;
(b)there is in force, at any time the bicycle is used in connection with the specified event, a policy of insurance in relation to the bicycle insuring against any liability in respect of the death of or bodily injury sustained by any person (other than the rider of the bicycle), or property damage suffered by any person (other than the rider of the bicycle), caused by or arising out of the use of the bicycle;
(c)the risk under the policy of insurance mentioned in sub‑paragraph (b) is assumed by an insurer who, at the time of the issuance of the policy, is lawfully carrying on an insurance business in Singapore.
