Town Councils (Declaration of Towns) Order 2006

In exercise of the powers conferred by section 3 of the Town Councils Act, the Minister for National Development hereby makes the following Order:

Citation and commencement

1. This Order may be cited as the Town Councils (Declaration of Towns) Order 2006 and shall come into operation on 26th May 2006.

Towns

2.—(1) The area comprising the constituency or constituencies set out in the first column of the First Schedule are declared to be a Town to be known by the name set out opposite thereto in the second column of that Schedule.

(2) In this Order, “constituency” means an electoral division specified in the Parliamentary Elections (Names and Polling Districts of Electoral Divisions) Notification 2006 (G.N. No. S 145/2006).

Incidental and consequential provisions

3. The incidental and consequential provisions contained in the Second Schedule shall have effect in respect of the Town Councils specified therein.

Revocation and transitional provisions

4.—(1) The Town Councils (Declaration of Towns) Order 2001 (G.N. No. S 563/2001) is revoked.

(2) All existing by-laws relating to conservancy and service charges (including penalties and administrative fees for the late payment thereof) which were made under the Act by any Town Council for any area which, by virtue of this Order, becomes comprised in the constituency of another Town Council specified in the Second Schedule (referred to as the succeeding Town Council) as succeeding to the property, rights and liabilities of the first-mentioned Town Council shall continue to apply, with the necessary modifications, to that area as if this Order had not been made until —

(a)	such time as by-laws are made under the Act by the succeeding Town Council in relation to conservancy and service charges (including penalties and administrative fees for the late payment thereof); or
(b)	31st December 2006,

whichever first occurs.

(3) In this paragraph, “existing by-law” means any by-law in force on 26th May 2006.
