Employment of Foreign Manpower (Levy)
(Amendment) Order 2012

In exercise of the powers conferred by section 11(1) of the Employment of Foreign Manpower Act, the Minister for Manpower hereby makes the following Order:

Citation and commencement

1. This Order may be cited as the Employment of Foreign Manpower (Levy) (Amendment) Order 2012 and shall come into operation on 1st July 2012.

Amendment of Fourth Schedule

2. The Fourth Schedule to the Employment of Foreign Manpower (Levy) Order 2011 (G.N. No. S 371/2011) (referred to in this Order as the principal Order) is amended —

(a)	by deleting “15%” in the second column of item 1 and substituting “10%”;
(b)	by deleting “15” in the third column of item 1 and substituting “10”;
(c)	by deleting “$160” in the fourth column of item 1 and substituting “$200”;
(d)	by deleting “15%” in the second column of item 2 and substituting “10%”; and
(e)	by deleting “$250” in the fourth column of item 2 and substituting “$320”.

Amendment of Fifth Schedule

3. The Fifth Schedule to the principal Order is amended —

(a)	by deleting “20%” in the second column of item 1 and substituting “15%”;
(b)	by deleting “20” in the third column of item 1 and substituting “15”;
(c)	by deleting “$310” in the fourth column of item 1 and substituting “$340”;
(d)	by deleting “$210” in the fifth column of item 1 and substituting “$240”;
(e)	by deleting “20%” in the second column of item 2 and substituting “15%”;
(f)	by deleting “30%” in the second column of item 2 and substituting “25%”;
(g)	by deleting “30” in the third column of item 2 and substituting “25”;
(h)	by deleting “$430” in the fourth column of item 2 and substituting “$460”;
(i)	by deleting “$330” in the fifth column of item 2 and substituting “$360”;
(j)	by deleting “30%” in the second column of item 3 and substituting “25%”;
(k)	by deleting “$470” in the fourth column of item 3 and substituting “$500”; and
(l)	by deleting “$470” in the fifth column of item 3 and substituting “$500”.

Amendment of Sixth Schedule

4. The Sixth Schedule to the principal Order is amended —

(a)	by deleting “$430” in the second column of item 2 and substituting “$460”; and
(b)	by deleting “$470” in the second column of item 3 and substituting “$500”.

Amendment of Seventh Schedule

5. The Seventh Schedule to the principal Order is amended —

(a)	by deleting “$200” in the second column of item 1 and substituting “$250”;
(b)	by deleting “$300” in the second column of item 2 and substituting “$350”;
(c)	by deleting “$450” in the second column of item 3 and substituting “$500”; and
(d)	by deleting “$450” in the second column of item 4 and substituting “$500”.

Amendment of Eighth Schedule

6. The Eighth Schedule to the principal Order is amended —

(a)	by deleting “$190” in the second column of item 1 and substituting “$210”; and
(b)	by deleting “$300” in the second column of item 2 and substituting “$310”.

Amendment of Ninth Schedule

7. The Ninth Schedule to the principal Order is amended —

(a)	by deleting “30%” in the second column of item 1 and substituting “25%”;
(b)	by deleting “30” in the third column of item 1 and substituting “25”;
(c)	by deleting “$290” in the fourth column of item 1 and substituting “$310”;
(d)	by deleting “$190” in the fifth column of item 1 and substituting “$210”;
(e)	by deleting “30%” in the second column of item 2 and substituting “25%”;
(f)	by deleting “$370” in the fourth column of item 2 and substituting “$400”;
(g)	by deleting “$270” in the fifth column of item 2 and substituting “$300”;
(h)	by deleting “$450” in the fourth column of item 3 and substituting “$470”; and
(i)	by deleting “$450” in the fifth column of item 3 and substituting “$470”.

Amendment of Tenth Schedule

8. The Tenth Schedule to the principal Order is amended —

(a)	by deleting “$210” in the second column of item 1 and substituting “$240”; and
(b)	by deleting “$310” in the second column of item 2 and substituting “$340”.

Amendment of Eleventh Schedule

9. The Eleventh Schedule to the principal Order is amended —

(a)	by deleting “$180” in the second column of item 1 and substituting “$210”;
(b)	by deleting “$300” in the second column of item 2 and substituting “$310”; and
(c)	by deleting “$380” in the second column of item 3 and substituting “$470”.

Amendment of Twelfth Schedule

10. The Twelfth Schedule to the principal Order is amended —

(a)	by deleting “$180” in the second column of item 1 and substituting “$210”;
(b)	by deleting “$300” in the second column of item 2 and substituting “$310”; and
(c)	by deleting “$380” in the second column of item 3 and substituting “$470”.

Transitional and savings provisions

11.—(1) This Order applies to the levy payable in respect of July 2012 or any month thereafter, or part thereof, by every employer in respect of any S pass holder or work permit holder whose S pass or work permit is issued, or who starts lawful employment with that employer, whether before, on or after 1st July 2012.

(2) The principal Order in force immediately before 1st July 2012 shall continue to apply to a levy in respect of any month or part thereof before that date imposed on an employer under that Order.
