Sewerage and Drainage (Trade Effluent) (Amendment) Regulations 2008

In exercise of the powers conferred by section 74 of the Sewerage and Drainage Act, the Public Utilities Board, with the approval of the Minister for the Environment and Water Resources, hereby makes the following Regulations:

Citation and commencement

1. These Regulations may be cited as the Sewerage and Drainage (Trade Effluent) (Amendment) Regulations 2008 and shall come into operation on 1st February 2008.

New regulation 11A

2. The Sewerage and Drainage (Trade Effluent) Regulations (Rg 5) (referred to in these Regulations as the principal Regulations) are amended by inserting, immediately after regulation 11, the following regulation:

“Permission required to discharge trade effluent containing trace amounts of certain substances

11A.—(1) Subject to paragraph (2), any person may, notwithstanding regulation 9, with the prior permission of the Board, discharge into any public sewer trade effluent containing trace amounts of any substance specified in regulation 9.

(2) The Board may refuse or revoke any permission under paragraph (1) if the Board considers that the discharge is likely to be a hazard to the safety or health of any person at work in the public sewer or the sewerage system to which the public sewer is connected, or interfere with ––

(a)	the proper working of a sewerage system to which the public sewer is connected, or any facility, machinery or equipment related or connected to the sewerage system;
(b)	the proper working of any facility, machinery or equipment which treats sewage from the public sewer for reuse;
(c)	any process of treating trade effluent or other waste or refuse from the public sewer; or
(d)	any process of treating sewage from the public sewer for reuse.”.

Amendment of First Schedule

3. The First Schedule to the principal Regulations is amended by deleting items (4), (10), (16), (21) and (27).

Amendment of Second Schedule

4. Item (18) in the Second Schedule to the principal Regulations is amended by deleting the word “Flouride” and substituting the word “Fluoride”.

Amendment of Fourth Schedule

5. The Fourth Schedule to the principal Regulations is amended ––

(a)	by deleting “4,001” in item (19) and substituting “4,000”;
(b)	by deleting “4,201” in item (20) and substituting “4,200”;
(c)	by deleting “4,401” in item (21) and substituting “4,400”;
(d)	by deleting “4,601” in item (22) and substituting “4,600”;
(e)	by deleting “4,801” in item (23) and substituting “4,800”;
(f)	by deleting “5,001” in item (24) and substituting “5,000”;
(g)	by deleting “5,201” in item (25) and substituting “5,200”;
(h)	by deleting “5,401” in item (26) and substituting “5,400”;
(i)	by deleting “5,601” in item (27) and substituting “5,600”; and
(j)	by deleting “5,801” in item (28) and substituting “5,800”.
