Constitution of the Republic of Singapore
Public Service (Special and Senior Personnel Boards) (Amendment) Order 2003
In exercise of the powers conferred by Article 110D(1) and (2) of the Constitution of the Republic of Singapore, the President, on the advice of the Prime Minister, hereby makes the following Order:
Citation and commencement
1.  —(1)  This Order may be cited as the Public Service (Special and Senior Personnel Boards) (Amendment) Order 2003 and shall, with the exception of paragraphs 2(a), (b), (d) to (g) and 4(c) to (f), (h) and (m), be deemed to have come into operation on 1st April 2003.
(2)  Paragraphs 2(g) and 4(e) shall be deemed to have come into operation on 1st August 2001.
(3)  Paragraphs 2(f) and 4(m) shall be deemed to have come into operation on 1st November 2001.
(4)  Paragraphs 2(d) and 4(f) shall be deemed to have come into operation on 1st January 2002.
(5)  Paragraphs 2(a) and (b) and 4(c) shall be deemed to have come into operation on 18th February 2002.
(6)  Paragraphs 2(e) and 4(d) and (h) shall be deemed to have come into operation on 1st July 2002.
Amendment of paragraph 2
2.  Paragraph 2(1) of the Public Service (Special and Senior Personnel Boards) Order (O 2) (referred to in this Order as the principal Order) is amended —
(a)by deleting paragraph (a) of the definition of “General Services” and substituting the following paragraph:
(a)the Accounting Profession Service;”;
(b)by deleting paragraph (c) of the definition of “General Services”;
(c)by deleting paragraphs (g) and (i) of the definition of “General Services” and substituting the following paragraphs:
(g)the Customs Specialist Service;
(h)the Immigration & Checkpoints Executive Service;
(i)the Immigration & Checkpoints Senior Service (including the Immigration & Checkpoints Specialist Service within Division I);”;
(d)by inserting, immediately after paragraph (j) of the definition of “General Services”, the following paragraph:
(k)the Information (2002) Service;”;
(e)by deleting paragraph (l) of the definition of “General Services”;
(f)by deleting paragraph (q) of the definition of “General Services”; and
(g)by deleting paragraphs (s) and (t) of the definition of “General Services” and substituting the following paragraph:
(s)the Statistician (Trade and Industry) Service;”.
Amendment of paragraph 5
3.  Paragraph 5 (1) of the principal Order is amended by deleting sub-paragraphs (a) to (d) and substituting the following sub-paragraphs:
(a)appoint all officers in any class specified in the second column of the Schedule in relation to that Board, except the Administrative Service;
(b)confirm or emplace on the permanent or pensionable establishment all officers in any such class;
(c)promote all officers in any such class to a grade not higher than Superscale E1 or grade 8, as the case may be, including considering and recommending to the Public Service Commission an officer in that class for promotion to Superscale D or grade 7, as the case may be, and beyond; and
(d)transfer officers into any such class, except the Administrative Service and any Staff of Parliament.
Amendment of Schedule
4.  The Schedule to the principal Order is amended —
(a)by deleting paragraph (a) in the second column of item 1 and substituting the following paragraph:
(a)Public officers, wherever posted, holding appointments between Superscale grades H to E1 or grades 8 to 9, as the case may be, (both grades inclusive), except those holding posts in the Auditor-General’s Office.”;
(b)by deleting the name “BG (Retired) Tan Chin Tiong” in the third column of item 1 and substituting the name “Mr Tan Chin Tiong”;
(c)by deleting sub-paragraph (i) of paragraph (c) in the second column of item 2 and substituting the following sub-paragraph:
(i)the Accounting Profession Service;”;
(d)by deleting sub-paragraph (ii) of paragraph (c) in the second column of item 2;
(e)by deleting sub-paragraphs (iii) and (iv) of paragraph (c) in the second column of item 2 and substituting the following sub-paragraph:
(iii)the Statistician (Trade and Industry) Service; or”;
(f)by inserting, immediately after the words “Information Service” in paragraph (b) in the second column of item 4, the words “or the Information (2002) Service”;
(g)by deleting the name “BG (Retired) Tan Chin Tiong” in the third column of item 4 and substituting the name “Mr Tan Chin Tiong”;
(h)by deleting paragraph (c) in the second column of item 5;
(i)by deleting paragraph (d) in the second column of item 5;
(j)by deleting sub-paragraph (ii) of paragraph (c) in the second column of item 7 and substituting the following sub-paragraphs:
(i)the Customs Specialist Service;
(ii)the Immigration & Checkpoints Executive Service;
(iii)the Immigration & Checkpoints Senior Service;
(iv)the Immigration & Checkpoints Specialist Service; or”;
(k)by deleting the semi-colon at the end of the existing sub-paragraph (iv) of paragraph (c) in the second column of item 7 and substituting a full-stop;
(l)by renumbering the existing sub-paragraph (iv) of paragraph (c) in the second column of item 7 as sub-paragraph (v) of that paragraph;
(m)by deleting the existing sub-paragraph (v) of paragraph (c) in the second column of item 7; and
(n)by deleting the name “BG (Retired) Tan Chin Tiong” in the third column of item 7 and substituting the name “Mr Tan Chin Tiong”.
