Regulation of Imports and Exports Act
(Chapter 272A)
Regulation of Imports and Exports (Amendment) Regulations 1996
In exercise of the powers conferred by section 3 of the Regulation of Imports and Exports Act, the Trade Development Board, with the approval of the Minister for Trade and Industry, hereby makes the following Regulations:
1.  These Regulations may be cited as the Regulation of Imports and Exports (Amendment) Regulations 1996 and shall come into operation on 1st August 1996.

2.  Regulation 3(2)(b) of the Regulation of Imports and Exports Regulations (referred to in these Regulations as the principal Regulations) is amended by deleting the words “and such importation, exportation and transhipment is not prohibited under regulation 6”.
3.  Regulation 6 of the principal Regulations is amended —
(a)by deleting the words “No permit shall be granted under regulation 4 for —” in the first line of paragraph (1) and substituting the words “Notwithstanding regulation 3, there shall be no —”;
(b)by deleting the word “the” in the first line of sub-paragraphs (a), (b), (c) and (d) of paragraph (1);
(c)by deleting the word “or” at the end of sub-paragraph (c) of paragraph (1)and substituting the word “and”; and
(d)by deleting paragraph (2)and substituting the following paragraphs:
(2)  Notwithstanding regulation 3, there shall be no —
(a)importation into Singapore of any goods originating or manufactured wholly or mainly in any country or territory specified in the Third Schedule;
(b)exportation from Singapore of any goods if the destination is or is intended to be any country or territory specified in the Third Schedule; and
(c)exportation from Singapore of any goods falling within the class or description specified in the second column of the Fourth Schedule if the destination is or is intended to be any country or territory specified in the first column of the Fourth Schedule,
unless otherwise permitted under the resolutions referred to in paragraph (1)(c).
(3) Any person who contravenes this regulation shall be guilty of an offence.”.
4.  Part A of the First Schedule to the principal Regulations is amended by deleting item 5.
5.  The Fourth Schedule to the principal Regulations is amended by inserting, immediately after the country “Rwanda” and the goods corresponding thereto, the following country and goods corresponding thereto, respectively:
Liberia
Weapons and military equipment.
”.
