Darjah Utama Temasek
(The Order of Temasek) Rules 1996
In exercise of the powers conferred by rule 15 of the Darjah Utama Temasek (The Order of Temasek) Rules 1975 (G.N. No. S 186/75), the President annuls the said Rules and is pleased to approve the institution of an Order to be styled the Darjah Utama Temasek or the Order of Temasek, the award of which shall be governed by the following Rules:
1.  These Rules may be cited as the Darjah Utama Temasek (The Order of Temasek) Rules 1996 and shall come into operation on 2nd August 1996.
2.  The Order shall be designated and styled the Darjah Utama Temasek or the Order of Temasek.
3.  The Order shall be conferred by the President on the advice of the Prime Minister.
4.  There shall be 3 grades of the Order of Temasek:
(a)the First Class, consisting of the Badge and the Star of the Order;
(b)the Second Class, consisting of the Badge and the Star of the Order; and
(c)the Third Class, consisting of the Badge of the Order.
5.  Ordinarily, only citizens of Singapore shall be admitted to the Order, but in special circumstances persons who are not citizens of Singapore may be so admitted in an honorary capacity.
6.—(1)  Not more than 12 persons shall be admitted (other than in an honorary capacity) to the First Class of the Order of Temasek.
(2)  There shall be no limit to the number of persons admitted to the Second Class and Third Class of the Order of Temasek.
7.—(1)  The Badge of the Order of Temasek shall consist, on the obverse side, of a silver-gilt and enamelled five-pointed star with a laurel wreath around it. The star shall be silver-gilt with the centre of each point in white enamel and the balls at the points in silver-gilt. The surrounding laurel wreath shall be in green enamel. There shall be in the centre of the Badge a medallion bearing the State Arms in full colour on a white shield encircled by a red enamelled border inscribed with the words “DARJAH UTAMA TEMASEK” in gold letters. The reverse side of the Badge shall bear a crescent and 5 stars.
8.  The Star of the Order of Temasek shall consist, on the obverse side, of a silver star composed of chipped silver rays of 5 points, in the centre whereof shall be a medallion bearing the State Arms in full colour on a white shield encircled by a red enamelled border inscribed with the words “DARJAH UTAMA TEMASEK” in gold letters. A gold bar shall run from the centre of each point of the Star to the medallion. The reverse side of the Star shall be plain.
9.  The Badge and the Star of the Order of Temasek shall be of the designs as set out in the Schedule.
10.  The sash and the ribbon of the Order of Temasek shall be red, with a white centre band and a narrower white stripe to each side.
11.  The Seal of the Order of Temasek shall bear the design of the Badge of the Order.
12.—(1)  In the case of the First Class of the Order of Temasek, the Badge of the Order of Temasek shall be worn on the right hip from a sash passing over the left shoulder and under the right arm, and the Star of the Order of Temasek shall be worn on the left side of the outer garment.
(2)  In the case of the Second Class of the Order of Temasek, the Badge of the Order of Temasek shall be worn suspended round the neck from a ribbon, and the Star of the Order of Temasek shall be worn on the left side of the outer garment.
(3)  In the case of the Third Class of the Order of Temasek, the Badge of the Order of Temasek shall be worn suspended round the neck from a ribbon.
13.  The admission of a person to the membership of the Order of Temasek shall be published in the Gazette.
14.  There shall be a Chancellor and a Registrar of the Order of Temasek.
15.  The Chancellor of the Order of Temasek shall —
(a)be appointed by the President from among the members of the Order;
(b)hold the Seal of the Order; and
(c)countersign all Warrants signed by the President.
16.  The Registrar shall —
(a)be appointed by the President;
(b)record all proceedings connected with the Order of Temasek in a Register appropriated for the purpose; and
(c)under the directions of the Chancellor, prepare and engross all Warrants and other Instruments to be passed under the Seal of the Order.
17.—(1)  The President may, by a Warrant signed by him and sealed with the Seal of the Order of Temasek, on the recommendation of the Prime Minister cancel and annul the admission of any person to the Order of Temasek and thereupon the name of that person shall be removed from the Register referred to in rule 16 (b).
(2)  The President may, on the recommendation of the Prime Minister, restore to the Order any person whose admission has been previously cancelled and annulled.
18.—(1)  The Darjah Utama Temasek (The Order of Temasek) Rules 1975 (G.N. No. S 186/75) (hereafter referred to as the revoked Rules) are revoked.
(2)  Any person on whom the Order of Temasek has been conferred under the revoked Rules is deemed to have been conferred the Order under these Rules.
