Regulations 2021

In exercise of the powers conferred by section 34(1) of the COVID‑19 (Temporary Measures) Act 2020, the Minister for Health makes the following Regulations:

Citation and commencement

1. These Regulations are the COVID-19 (Temporary Measures) (Performances and Other Activities — Control Order) (Amendment No. 5) Regulations 2021 and come into operation on 16 May 2021.

Amendment of regulation 8

2. Regulation 8 of the COVID-19 (Temporary Measures) (Performances and Other Activities — Control Order) Regulations 2020 (G.N. No. S 927/2020) (called in these Regulations the principal Regulations) is amended —

(a)

by deleting paragraph (1) and substituting the following paragraph:

“(1) A person staging a live performance must take all reasonably practicable measures to ensure that every performer in the live performance is at all times during the period of the live performance at least one metre away from any other performer in the live performance.”; and

(b)

by deleting the words “paragraph (1)(a)” in paragraph (2) and substituting the words “paragraph (1)”.

Amendment of regulation 10

3. Regulation 10 of the principal Regulations is amended —

(a)

by deleting paragraphs (1) and (1A) and substituting the following paragraph:

“(1) A person staging a live performance must take all reasonably practicable steps to ensure that at all times during the period of the live performance, there is no singing and no playing of a wind musical instrument by any performer or crew, whether or not when wearing a mask.”;

(b)

by deleting the words “every other performer in the live performance not mentioned in paragraph (1)” in paragraph (2) and substituting the words “every performer in the live performance”; and

(c)

by deleting the regulation heading and substituting the following regulation heading:

“No singing, wind instrument playing and unmasking allowed”.

Amendment of regulation 13

4. Regulation 13(1) of the principal Regulations is amended by deleting “250” in sub‑paragraph (a)(i) and substituting “100”.

Amendment of regulation 14

5. Regulation 14(1) of the principal Regulations is amended by deleting “5” in sub‑paragraph (a) and substituting “2”.

Amendment of regulation 17

6. Regulation 17 of the principal Regulations is amended —

(a)	by deleting the words “and, for a performer, when not engaged in performing in the live performance” in paragraph (1); and
(b)	by deleting paragraph (2).

Amendment of regulation 19

7. Regulation 19(1) of the principal Regulations is amended by deleting “10(1)(d)” and substituting “10(1)”.

Amendment of regulation 22

8. Regulation 22 of the principal Regulations is amended —

(a)

by deleting sub-paragraph (a) of paragraph (2) and substituting the following sub‑paragraph:

“(a)	every interviewee attending the media conference in person is each wearing a mask; and”; and

(b)

by deleting the regulation heading and substituting the following regulation heading:

“No interviewee, etc., unmasked”.

Amendment of regulation 27

9. Regulation 27 of the principal Regulations is amended by deleting the words “if 10 other interviewees at the same media conference are unmasked at that same time”.

Amendment of regulation 29

10. Regulation 29 of the principal Regulations is amended by deleting the words “(even if not unmasked)”.

Amendment of regulation 30

11. Regulation 30 of the principal Regulations is amended —

(a)

by deleting the words “not more than 10” and substituting the word “no”; and

(b)

by deleting the regulation heading and substituting the following regulation heading:

“No unmasked public speaking”.

Amendment of regulation 31

12. Regulation 31 of the principal Regulations is amended by deleting paragraphs (1) and (2) and substituting the following paragraph:

“(1) Any individual must wear a mask when engaged in public speaking during a business event.”.
