Pingat Kehormatan
(The Medal of Honour) Rules 1996

The President is pleased to approve the institution of a Medal to be styled the Pingat Kehormatan or the Medal of Honour, the award of which shall be governed by the following Rules:

1. These Rules may be cited as the Pingat Kehormatan (The Medal of Honour) Rules 1996 and shall come into operation on 2nd August 1996.

2. The Medal shall be designated and styled the Pingat Kehormatan or the Medal of Honour.

3.—(1) The Medal may be awarded to any member of the Singapore Armed Forces or the Singapore Police Force who has performed any act or series of acts constituting distinguished conduct in active service in the field.

(2) The Medal may, in special circumstances, be awarded to any person engaged in operational duties whose acts or series of acts constitute distinguished conduct.

(3) The Medal may also be awarded posthumously.

4. The maximum number of Medals which may be awarded in any one year shall be 4.

5. The Medal shall be silver-gilt and shall consist, on the obverse side, of a four-lobed artifice superimposed upon 2 crossed swords. In the centre of the artifice, there shall be a five-pointed star on a red enamelled background encircled by a laurel wreath in green enamel. At the base there shall be a scroll with the inscription “PINGAT KEHORMATAN”. The reverse side of the Medal shall bear the State Arms

6. The Medal shall be of the design as set out in the Schedule.

7. The Medal shall be worn on the left side of the outer garment suspended by a ribbon. The ribbon shall consist of a white centre bank flanked on each side by a red stripe, a purple stripe, a grey stripe followed by a purple band and a grey band, in that order.

8.—(1) Where any act deserving of the award of the Medal is performed by a person to whom the Medal has already been awarded, the act may be recognised by the award of a Bar to the Medal.

(2) The Bar shall be silver-gilt and shall be attached to the ribbon by which the Medal is suspended.

(3) There shall be no limit to the number of Bars that may be awarded to the holder of the Medal and any such Bar may be awarded posthumously.

(4) For each Bar awarded, a small replica of the Medal may be added to the ribbon when worn alone.

9. The names of the persons to whom the Medal or a Bar thereto is awarded shall be published in the Gazette and a register of such names shall be kept in the office of the Minister for Defence.

10. The President may forfeit any Medal and Bar awarded to any person under these Rules if the person is convicted of a criminal offence or who is dismissed or removed from his unit for misconduct or disloyalty to Singapore.

11.—(1) The Pingat Kehormatan (The Medal of Honour) Rules 1970 (G.N. No. S 199/70) (hereafter referred to as the revoked Rules) are revoked.

(2) Any reason to whom the Medal of Honour and any Bar thereto have been awarded under the revoked Rules is deemed to have been awarded the Medal and Bar under these Rules.
