Singapore Armed Forces National Service
Medal Rules 1997
The President is pleased to approve the institution of a Medal to be styled the Singapore Armed Forces National Service Medal, the award of which shall be governed by the following Rules:
Citation and commencement
1.  These Rules may be cited as the Singapore Armed Forces National Service Medal Rules 1997 and shall be deemed to have come into operation on 11th July 1997.
Definitions
2.  In these Rules —
“Director of Manpower” means a person appointed as Director of Manpower of the Ministry of Defence, Singapore, and includes any acting Director of Manpower;
“operationally ready national service” means service pursuant to section 14 of the Enlistment Act (Cap. 93).
Designation of Medal
3.  The Medal shall be designated and styled the Singapore Armed Forces National Service Medal.
Award of Medal or Clasp
4.—(1)  The Medal may be awarded by the Director of Manpower to a person who, in his opinion, has satisfactorily completed 10 years of operationally ready national service.
(2)  A person who —
(a)has been awarded the Medal; and
(b)has, in the opinion of the Director of Manpower, satisfactorily completed a further 5 years of operationally ready national service,
may be awarded a Clasp to the Medal.
How Medal and Clasp are to be worn
5.—(1)  The Medal shall be worn on the left side of the outer garment and shall be suspended by a ribbon.
(2)  The Clasp to the Medal shall either be attached to the ribbon by which the Medal is suspended or be denoted by a star on the ribbon.
Description of Medal, etc.
6.—(1)  The Medal shall —
(a)be cupronickel-based, gold in colour and 37 millimetres in diameter and 3 millimetres in thickness;
(b)have, on its obverse side, the Singapore Coat-of-Arms encircled by the inscription “TENTERA SINGAPURA”, and a laurel wreath, with a scroll bearing the inscription “YANG PERTAMA DAN UTAMA” beneath it; and
(c)have, on its reverse side, the inscription “NATIONAL SERVICE”.
(2)  The Clasp to the Medal shall be a bar which is cupronickel-based, gold in colour and 37 millimetres in length and 10 millimetres in width, and shall have a laureated border.
(3)  The star shall be cupronickel-based and shall be 10 millimetres in diameter and 1.5 millimetres in width.
(4)  The ribbon shall be 35 millimetres in width and 50 millimetres in length and shall consist of red and white stripes.
(5)  The width of the red stripes at the extreme right and left of the ribbon shall be 10 millimetres each.
(6)  In between these red stripes, there shall be 3 white and 2 red stripes each measuring 3 millimetres in width.
(7)  The Medal and the ribbon shall be of the designs set out in the Schedule.
Recommendation for Medal or Clasp
7.  Every recommendation for the award of the Medal or a Clasp thereto shall be submitted with such information and attestation as the Director of Manpower may require.
Register of persons in receipt of Medal or Clasp
8.  A register of names of persons who have been awarded the Medal or a Clasp thereto shall be kept in the Ministry of Defence.
Replacement of Medal or Clasp
9.  If the Director of Manpower is satisfied that a Medal or a Clasp thereto has been lost or destroyed, he may replace the Medal or Clasp upon payment by the recipient of the Medal or Clasp of a sum sufficient to cover the cost of the replacement.
Revocation
10.—(1)  The Singapore Armed Forces Reserve Service Medal Rules 1979 (G.N. No. S 276/79) are revoked.
(2)  Any person who has been awarded a Singapore Armed Forces Reserve Service Medal under the revoked Rules shall be deemed to have been awarded a Medal under these Rules.
