Currency and Bearer Negotiable Instruments)
(Amendment) Regulations 2024

In exercise of the powers conferred by section 85 of the Corruption, Drug Trafficking and Other Serious Crimes (Confiscation of Benefits) Act 1992, the Minister for Home Affairs makes the following Regulations:

Citation and commencement

1.—(1) These Regulations are the Corruption, Drug Trafficking and Other Serious Crimes (Cross Border Movements of Physical Currency and Bearer Negotiable Instruments) (Amendment) Regulations 2024 and, except for regulations 2(a), (d) and (e), 3, 4(a), 5(a), 6 and 7, come into operation on 13 May 2024.

(2) Regulations 2(a), (d) and (e), 3, 4(a), 5(a), 6 and 7 are deemed to have come into operation on 31 December 2021.

Amendment of regulation 2

2. In the Corruption, Drug Trafficking and Other Serious Crimes (Cross Border Movements of Physical Currency and Bearer Negotiable Instruments) Regulations 2007 (G.N. No. S 595/2007) (called in these Regulations the principal Regulations), in regulation 2 —

(a)	in paragraph (1), in the definitions of “crew” and “disembarkation location”, replace “(Cap. 133)” with “1959”;
(b)	in paragraph (1), in the definition of “Form NP 727”, replace “http://www.police.gov.sg” with “https://www.ica.gov.sg”;
(c)	in paragraph (1), in the definition of “Form NP 728”, replace “http://www.police.gov.sg” with “https://www.police.gov.sg”;
(d)	in paragraph (1), in the definition of “Red Channel”, replace “(Cap. 70)” with “1960”; and
(e)	in paragraph (2)(c), after “Immigration Act”, insert “1959”.

Amendment of regulation 2A

3. In the principal Regulations, in regulation 2A —

(a)	in the regulation heading, replace “section 48C(1)” with “section 60(1)”; and
(b)	replace “section 48C(1)” with “section 60(1)”.

Amendment of regulation 3

4. In the principal Regulations, in regulation 3(1) —

(a)

replace “section 48C(1)” with “section 60(1)”;

(b)

replace sub-paragraph (a) with —

“(a)

where the person is bringing the cash into Singapore with him by air or land (other than on a train) and he is to enter Singapore at a disembarkation location that is not a military airbase, any time within 72 hours before he appears before an immigration officer for an immigration clearance purpose in relation to his arriving in Singapore;”;

(c)

in sub-paragraph (b), replace “the time when he reaches a customs officer on duty at the Red Channel of the disembarkation location” with “any time within 72 hours before he appears before an immigration officer for an immigration clearance purpose in relation to his arriving in Singapore”;

(d)

in sub-paragraphs (c), (e) and (g), replace “the time when” with “any time within 72 hours before”; and

(e)

replace sub-paragraph (d) with —

“(d)

where the person (not being a member of the crew of a vessel) is bringing the cash into Singapore with him by sea and he is to enter Singapore at a disembarkation location, any time within 72 hours before he appears before an immigration officer for an immigration clearance purpose in relation to his arriving in Singapore;”.

Amendment of regulation 4

5. In the principal Regulations, in regulation 4(1) —

(a)	replace “section 48C(1)” with “section 60(1)”;
(b)	in sub-paragraphs (a)(i), (b), (c) and (d), replace “the time when” with “any time within 72 hours before”; and
(c)	in sub-paragraph (a)(ii), replace “the first opportunity after” with “any time within 72 hours before”.

Amendment of regulation 4A

6. In the principal Regulations, in regulation 4A —

(a)	in the regulation heading, replace “section 48E(1)” with “section 62(1)”; and
(b)	replace “section 48E(1)” with “section 62(1)”.

Amendment of regulation 5

7. In the principal Regulations, in regulation 5, replace “section 48E” with “section 62”.
